- THIS IS NOT A REQUEST FOR PROPOSAL - The U.S. Army Natick Soldier Research, Development and Engineering Center, Natick, MA is solely conducting a market survey to obtain information in identifying contractors, who are capable of providing an Editor of scientific and technical US Army reports. The NAICS applicable to this notice is 541990 with a size standard of $15,000,000 annual revenue. Scope of Work: The editor shall carefully read technical reports to ensure coherent and logical development from a clear succinct statement of scope and purpose to description of methods and materials used, presentation of results found, conclusions drawn from the results, and recommendations based on the conclusions, involving marking text using Track Changes in MS Word and using the comments function to explain significant changes and to question unclear intent. Specifically, the Editor shall: Ensure inclusion of chapters and the appropriate contents of the chapters per our standard. Identify and address shortcomings in summarizing the work (including performing organization and dates), defining the scope, stating the purpose, and outlining the approach. Identify and address gaps and loopholes in logic. Identify and address vague and unclear passages. Identify factual contradictions. Identify assumptions based on information not yet stated or explained and unsubstantiated inferences and conclusions. Identify and address sentences, paragraphs, or sections that are illogically ordered. Identify and address redundant and inflated passages that may confuse the reader or interrupt flow. Identify and address extraneous information that may confuse the reader or interrupt flow. Suggest moving information to an appendix that may be of interest but does not directly support and may interrupt the message/flow of the text Suggest moving information from an appendix to text that is needed to support the points made or inferences/conclusions drawn in text. Ensure that all chapter and section titles reflect their contents. Ensure that all figure and table captions reflect the contents and intent of the illustration. Ensure that all illustrations are called out in text before they appear in a way that properly describes the content of the illustration and supports the message in text. Ensure that all appendices are called out in text in a location where the content of the appendix is germane to the text and in a way that properly describes the content of the appendix. Ensure that appendices are presented in the order in which they are referenced in text. In your response to this notice provide company name, address, phone, DUNS and CAGE code, point of contact, indicate whether you are a large or small business, prior/current experience with this type of work within the last three (3) years (to include work samples if possible), if you have a GSA schedule, please provide GSA contract number.
