- In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technical Laboratory (NETL) intends to award a purchase order on a sole source basis to TA Instruments-Waters, LLC. NETL/ORD for a thermal conductivity meter with the capability of operating at temperatures between 10oC and 200oC. The DTC-300 Thermal Conductivity Meter High-Range was the only device found on the market that measures the steady-state thermal conductivity of a material at a range of temperatures (as opposed to obtaining the thermal conductivity of the material by pulsing in thermal energy and measuring the change in the temperature, which is less precise). The requirement to obtain a precise, steady-state measurement of the thermal conductivity is what makes the purchase unique. The equipment items being procured are: - DTC-300 Thermal Conductivity Meter High-Range Part # 854030.905 - Chiller Circulator, 13L Reservoir, 120VAC Part # 202612.001 - Vespel Reference (with data) Part # 854131.901 - Vespel Reference (with data) Part # 854132.901 - Vespel Reference (with data) Part # 854152.001 - Heat Transfer Compound Jar Part # 854135.001 - Liquid Cell, 50.8 mm Part # 854101.901 - Paste Cell, 50.8mm Part # 854100.901 - Stack Module, Mid-Range, 0.002-0.02 Part # 854266.901 - Stainless Steel Reference, 50.8 mm Part # 854117.901 This is considered a sole source to TA Instruments because, to the best of the NETL?s knowledge, based on market research conducted there is no other equipment on the market which does a steady-statement measurement of the thermal conductivity and TA Instruments is the only known source that can provide the equipment. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM ET on June 19, 2015. Responses must be submitted in writing to the Contract Specialist, Mr. Robert Mohn, via email at Robert.Mohn@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
