It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this Sources Sought Notice. Any information provided by businesses to the Government is strictly voluntary. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought Notice. Contact with other than 502 CONS Government personnel by potential offerors or their employees regarding this project is prohibited. The purpose of this notice is to publicize the forthcoming acquisition. This acquisition is to provide labor and management necessary to operate, monitor, maintain, repair, and perform Water Plant Operations at Joint Base San Antonio - Fort Sam Houston (JBSA-FSH) in accordance with this Performance Work Statement (PWS). The Contractor shall maintain the water quality in distribution systems and perform operation and maintenance of the water treatment plants, lift stations and wastewater treatment operations at JBSA-FSH, CB, and Canyon Lake Recreation Area in accordance with Texas Commission on Environmental Quality (TCEQ) rules, policies, Texas Administrative Code 30 TAC 290, Occupational Safety and Health Administration (OSHA) standards, Federal, State, County and City regulations and requirements. The 502d Contracting Squadron anticipates issuing a competitive 8(a) solicitation for a firm fixed-price contract. The projected basic performance period is from 30 October 2015 to 29 October 2016, plus four one-year option periods (30 October 2016 to 29 October 2020). The solicitation along with additional documents (Performance Work Statement, Blank Price Exhibits, Wage Determination, etc.) will be released approximately 15 June 2015. The solicitation and subsequent amendments will be publicized through the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov. Contractors are solely responsible for monitoring the Internet to download the solicitation and any subsequent amendments. Paper copies and/or electronic mail of the solicitation and any subsequent amendments will not be provided under any circumstances. Prospective offerors must be registered with the System for Award Management (SAM) and an active 8(a) certified contractor for award of a contract. This acquisition is subject to the availability of funds. Interested sources should respond to the questions presented within this announcement in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine the business strategy for this acquisition.
