03 JUNE 2015 - Performance Work Statement PWS - NMUSAF PRESOLICITATION (Not a Notice of Solicitation) FA8601-15-R-0035 The United States Air Force, AFLCMC/ Operational Contacting Branch, Wright-Patterson AFB, Ohio is planning to solicit an award for Custodial Services at The National Museum of The United States Air Force, with a projected Award Date of JULY 2015. This notice is posted in accordance with FAR 5.2. SOLICITATION NUMBER: FA8601-15-R-0035 ( This opportunity was previously posted under Solicitation # FA8601-15-R-0002.) This RESTRICTED ACQUISITION is set aside - Total Small Business (SB). In order to qualify for this program, an offeror must be a certified Small Business, prior to the closing date of the solicitation. In accordance with FAR 4.1102 and DFARS 252.204-7004, Alternate A, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. The NAICS code is 561720 and the Size Standard is $18M DESCRIPTION OF SERVICES: Custodial services for the National Museum of the United States Air Force (NMUSAF). This contract includes basic custodial services as well as unusual services such as aircraft dusting and spot cleaning, atrium window cleaning, and high access dusting. The contractor shall furnish all personnel, supervision, equipment, tools, materials, supplies and services, except for those items designated in the Performance Work Statement (PWS) as Government furnished, necessary to perform custodial services at the National Museum of the United States Air Force (NMUSAF) at Wright-Patterson AFB, Ohio. The contractor shall perform services in facilities identified in this PWS in the quantities and at the frequencies specified in Appendix A, Minimum Frequency Standards. NOTES: •1. The solicitation with the official specifications and drawings will be available on the World Wide Web on or about 15 JUNE 2015, at http://www.fbo.gov, The tentative date for receipt of proposals is 8 JULY 2015. Anticipated POP (Base + Options): 1 August 2015 - 31 July 2020 (6-month extension clause, FAR 52.217-8 to be included in contract) •2. Site Visit : A non-mandatory site visit will be held on 16 JUNE 2015 @ 08:00 AM, EST. The assembly point for the site visit is the Hope Hotel (Bldg 823) outside of gate 12A of Wright-Patterson AFB. Interested parties shall e-mail the names of all attendees (not to exceed 2 per prospective offeror), driver's license number, state of issue, and date of birth to the POC, Kyle Boehmer - kyle.boehmer@us.af.mil as identified herein not later than 15 JUNE 2015 @ 12:01 PM. In addition, the full name and address of the firm represented shall also be submitted at that time. a. All visitors MUST bring a valid form of ID (driver's license / state ID / passport) with them on the day of site visit. Failure to coordinate and provide the names, license numbers, state of issue and date of birth of attendees as well as firm name and address by 15 JUNE 2015, 12:01pm EST will result in denied access to the site visit. •3. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site www.fbo.gov. •4. There is no fee for this solicitation. •5. A registration page will be attached to the web site. You are not required to register. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. •6. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. •7. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. •8. This Presolicitation Notice is published for notification purposes only. This Presolicitation Notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice.
