Sources Sought Notice: TEMPORARY MEDICAL HISTOLOGY TECHNICIAN FOR LABORATORY SERVICE at the Ralph H Johnson VA Medical Center in Charleston, SC DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to Ronnette.coffman@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 561320, Temporary Help Services (size standard $27.5 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the Federal Business Opportunities (FBO) website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. SPECIFIED REQUIREMENT: Network Contracting Office 7, Charleston, SC is seeking sources for a potential contractor to provide the following service: Services of two (2) temporary (anticipated 6 consecutive months duration) Medical Histology Technicians for Lab Services at the Ralph H Johnson VA Medical Center in Charleston, SC. Scope of Work: Contractor shall provide the following: a.Histologic technicians and technologists: The contractor shall provide contract employment services for two (2) histologic technicians/technologists with the technical skills to provide: i.Independently maintain, troubleshoot, and operate automated and semi-automated instrumentation in a histology/immunohistochemistry laboratory within the Anatomic Pathology section and function as a resource for the Pathologist. ii.Accession, process, prepare, cut and stain tissues from surgical procedures, bone marrows, frozen sections, and cytological specimens. iii.Advise physicians about optimum fixation/immunofixation techniques to be employed for a given type of specimen and disease process. iv.Accession specimens ensuring specimen integrity, adequacy of documentation and identification, process in order of clinical urgency and ensure specimens are turned around within required timeframes. v.Prepares a wide variety of tissue specimens from all parts of the human body vi.Prepares various chemical solutions and stains adjusting concentrations and PH as determined by good laboratory practice vii.Perform microtomy for frozen sections with use of cryostat sectioning which requires many complex and delicate processes viii.Makes serial sections of anatomical tissues requiring precise complex positioning of the tissue and microtome using in depth knowledge of human tissue and organs ix.Prepares tissues for a wide variety of special procedures and complex special stains, including immunohistochemical processes x.Perform quality control checks of instrument function on a regular basis and keep documents denoting malfunctions and corrective actions taken. Specialized training and certification by the manufacturer of the instruments may be required of the incumbent. xi.Facilitate enhanced communication between surgical pathology, hematology/oncology, dermatology, GI, and surgical services or any other physicians or clinics needing immediate contact with the histology laboratory. xii.Assist in the development, review, and/or update of technical procedures in the Anatomic Pathology section of the laboratory in accordance with regulatory agency and VA guidelines/standards. xiii.Organizes/maintains tissue block, specimen, and slide storage. Licensure and Certification Requirements: Contract employee shall be: -Certified as a Histotechnician, HT(ASCP) -Or Certified as a Histotechnologist, HTL(ASCP) -Or have a combination of documented education and/or experience to perform the tasks as described in section iv(Scope). Include past experience in providing these items to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please (i) NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. (i) If your business is has an existing Federal Contract (such as GSA), please include the contract number in your response. Responses must be emailed to Ronnette.coffman@va.gov no later than 2:00 pm EDT on Friday June 12th, 2015. Your response should include both the STATEMENT OF CAPABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. Please place "Histology Technician/Technologist at the RHJVAMC" in the subject line of your email. This notice is to assist the VA in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
