Description
The Naval Surface Warfare Center Carderock Division has a requirement for the procurement of a software package to include software licenses and upgrades for a period of one year. The brand name is Vector Fields Software manufactured by Cobham Technical Services of Aurora, IL. This requirement includes multiple software upgrades of "Opera-3d, Tosca, Solid Modeler, and Elektra" software subscriptions in support of the NSWCCD's magnetic modeling program. The NAICS code is 511210, software publishers, and the business size standard is $38 million. The proposed purchase order is being solicited on a sole-source basis to Cobham Technical Services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Vector Fields software is a Finite Element Method (FEM) software program. FEM as applied to engineering is a computational tool for performing engineering analysis to monitor model underwater electromagnetic signatures of simple shapes and full-scale targets. Vector Fields software has the capability of building FEM models of submarines to predict onboard and off-board magnetic fields. Interested parties may identify their interest to respond to the requirement by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals. However, all responses received within 15 days of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
