- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. a. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued. (SEE ATTACHED SOLICITATION) b. The Solicitation Number for this acquisition is W912BU-15-T-0039 and a separate attachment is issued as a Request for Quote (RFQ). c. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-82. Clauses and Provisions are available on line at HTTP://farsite.hill.af.mil. d. This requirement is an unrestricted; the NAICS code is 334513, size standard is 500 employees. e. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for eight (8) Sound Velocity Probes. Award will be made on the basis of Lowest Price. f. The period of performance for delivery is 15 days from award of contract. g. FAR Provisions and Clauses applicable to this acquisition are provided on an attached and are incorporated in their entirety. f. All quotes shall be submitted electronically, by 1600 (4:00 PM) EST on June 12th, 2015 to Temekka Ellis at Temekka.s.ellis@usace.army.mil. If there are any amendments to this requirement, all amendments must be acknowledged and submitted with the quote at time quotes are due. g. For information regarding this solicitation, the USACE Point of Contact is Ms. Temekka S. Ellis, 215-656-6903, temekka.s.ellis@usace.army.mil. Place of Delivery: Fort Mifflin, Survey Section Attn: Steve Farrell, 6400 Hog Island Road, Philadelphia, PA. 19153. Set Aside Status: Unrestricted Additional Information: a. Questions: All questions must be sent, via email, to the Contract Specialist, Ms. Ellis, no later than 4:00pm EST on June 9th, 2015. Ms. Ellis' email address is temekka.s.ellis@usace.army.mil. Responses to questions will be posted on FedBizOps and will be made available to all potential vendors. b. RFQ Preparation and Submission Requirements The RFQ shall clearly address all of the information requested herein. Information submitted should be complete and provide a convincing case that the vendor can perform high quality work within schedule and budget constraints. Quote should be thorough yet concise. c. Final Inspection Final inspection of the sound probes shall be completed at destination, and after Government personnel have an opportunity to view the sound probes. d. Cost of Preparing RFQ Response All costs associated with responding to this RFQ are the sole responsibility of the responding company. PROBES SPECIFICATIONS: Survey section requires eight (8) sound velocity probes. Probes shall be CastAway CTD or equivalent. Unit must meet the following requirements and specifications: The unit shall be fully self contained and not require a communications cable or topside control unit. Communications: Class II Bluetooth Communications range:10 m Depth Range: Minimum depth range 300' GPS positioning accuracy:Minimum accuracy within 30' Sampling rate: 5Hz. Sampling mode: Casting up and down Data Output formats:Hypack, ASCII Temperature: 23 deg F to 113 deg F Minimum range of Conductivity:0 to 100,000 S/cm Minimum range of Pressure: 0 to 100 dBar Salinity: Up to 42 (PSS-78) Density: 990 to 1035 kg/m3 Power/hrs of usage:40 hours Memory: 15MB Weight restrictions:Max weight 10lbs Pertinent accessories required:Shipping case Software: Windows XP or later
