- Description: The contractor shall furnish all labor, facilities, mandatory parts, non-mandatory parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the repair of the following assets: NOMENCLATURE: Antenna NSN: 5841-01-413-7784/5841-01-522-3006 P/N: 13283850-2/13283850-3 ESTIMATED QUANTITY RANGE: Minimum 15 each - Maximum 71 each NOMENCLATURE: Receiver NSN: 5895-01-413-7782/ 5895-01-471-3768 P/N: 13283900-2/ 13283900-3 ESTIMATED QUANTITY RANGE: Minimum 4 each - Maximum 36 each NOMENCLATURE: Processor NSN: 1270-01-471-4281/ 1270-01-531-4697 P/N: 213A175-1/ 213A175-2 ESTIMATED QUANTITY RANGE: Minimum 10 each - Maximum 50 each NOMENCLATURE: Cable Assembly Set NSN: 5995-01-464-2678 P/N: 13283803 ESTIMATED QUANTITY RANGE: Minimum 1 each - Maximum 10 each NOMENCLATURE: Cable Assembly Set NSN: 5995-01-464-2676 P/N: 13283802 ESTIMATED QUANTITY RANGE: Minimum 1 each - Maximum 10 each In addition to repair support the USG also requires obsolescence and diminishing manufacturing sources surveillance and the ability to procure User Data Modules (UDM); NSN 5841-01-472-3945; P/N 213A200-1; ESTIMATED Quantity: 10 each. The proposed contractual action will be a single award, Five (5) year, firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum / maximum quantities listed above. These items are non-commercial; FAR Part 12 will not be utilized. Required delivery shall be FOB Origin. The resulting contract will include depot repair, technical/engineering services, and obsolescence/ diminishing manufacturing sources coverage for the Radar Frequency Interferometer (RFI) system on all AH-64D/E Apache helicopters acquired by the Government. The resulting contract will also include over and above provisions utilized for any unanticipated effort that may be required in accordance with (IAW) the Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.217-7028 and DFARS procedures, guidance and information 217.7701 entitled, quote mark Over and Above Work quote mark to procure depot repair, technical/engineering services, and obsolescence/diminishing manufacturing sources coverage for the Radar Frequency Interferometer (RFI) system on all AH-64D/E Apaches acquired by the Government. A Depot Maintenance Work Requirement (DMWR) is not available for the RFI. The RFI is not a Critical Safety Item (CSI). The only known source for the RFI is Lockheed Martin Mission Systems and Training (MST) located at 1801 States Route 17C, Owego, NY 13827, Commercial and Government Entity (CAGE) Code: 03640, North American Industry Classification System (NAICS) Code 336413. MST is the original equipment manufacturer (OEM) and the only source capable of performing over-arching program management and logistics functions for the RFI system. MST is the only source available that possesses the latest technical information and logistical familiarity with the RFI components to oversee this proposed requirement. Firms that recognize and can produce the required described above are encouraged to seek Source Approval Requests (SAR) in order to compete for this or future solicitations by submitting documentation in accordance with the Competition Advocate's Shopping List procedures. These procedures are outlined at the following website: http://amcomdmz.redstone.army.mil/casl_cmo/casl_cmo_home. Award of this requirement will not be withheld pending SARs. All responsible sources may submit an offer which shall be considered by the Agency. No telephone requests for the solicitation will be accepted. No FAX or email responses shall be accepted for the initial proposal. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
