- Draft CDRLS Draft Solicitation Advance Planning Notice Document ADVANCE PLANNING NOTICE NAWCAD Air Traffic Control Division Technical, Engineering, and Management Support Services The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement for Technical, Engineering, Management Support Services. Contractor services are required to support research, design, development, training, and logistics support task for the Navy, Marine Corps, and other DoD activities for the Air Traffic Control Division. (AIR-4.11.7). The ATC Systems Division controls the test procedures and plans even though the systems are provided to a variety of customers. The systems supported under this effort are owned and controlled by the ATC Systems Division. The contractor shall provide support in the development of procedures, specifications, and test planning for these systems. The requirements under this task order are not for the delivery of systems but rather the analysis of data pertaining to ATC Systems Division owned specifications and plans. The principal places of performance for the services identified within this contract are Patuxent River, MD; Webster Field Annex, St. Inigoes, MD; NAVAIR Headquarters, Patuxent River, MD; contractor facilities; and Jacksonville, Florida. This requirement is for the issuance of a Cost-Plus-Fixed-Fee (CPFF) Single Award Task Order Contract for a five-year ordering period. The anticipated period of performance for this requirement is 1 March 2016 through 28 February 2021, with an estimated total level of effort of approximately 844,800 hours. This requirement will be competed amongst all eligible Small Businesses via www.fbo.gov with a Product/Service Code (PSC) of R425, Support-Professional: Engineering and Technical Services. These services are not considered knowledge-based services. This is a follow-on requirement that is currently satisfied by a SeaPort-e task order that was competitively awarded to Science Applications International Corporation under contract N00178-04-D-4119-M811, via full and open competition. This is NOT a Request for Proposal. This notice and the attached Draft RFP # N00421-15-R-0030 and Draft CDRLS are for informational purposes only. Anticipated solicitation release is within 60 days.
