- Description
- The United States Coast Guard (USCG) intends to issue a Request for Proposal (RFP)/Solicitation for the acquisition of Contractor instructional, training, and assessment support services that will take place primarily at USCG Training Centers throughout the United States. Contractor support services include performance analysis, instructional systems development (analysis, design, development, implementation, and evaluation), training support services and training delivery. The USCG intends to award a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a five (5) year ordering period. The North American Industry Classification System (NAICS) code is 611699 - All Other Miscellaneous Schools and Instruction, the applicable small business size standard is $11M. This acquisition will be a Total Small Business Set-Aside. The policies and procedures of FAR Part 12 will be used in conjunction with the policies and procedures for solicitation, evaluation, and award in FAR Part 15 as prescribed in FAR 12.102. Selection under this solicitation shall be based on the responsible offeror whose proposal represents the best value for the Government using the tradeoff approach. THE GOVERNMENT INTENDS TO MAKE AWARD WITHOUT DISCUSSIONS. All Offerors must have a current Facility Clearance at the TS/SCI level for the prime and all sub-contractors by the time they submit their proposal. Offerors without facility clearances at the TS/SCI level, or with pending facility clearances at the TS/SCI level will not be considered responsive and will result in removal from the competition. This will be an electronic solicitation released on FedBizOpps. Proposals shall be submitted electronically through FedBizOpps. No hard copy proposals will be accepted. It is anticipated the solicitation will be released on or about 01 July 2015. The Department of Homeland Security Acquisition Planning Forecast System (http://apfs.dhs.gov/) number for this effort is F2014024664. This effort is not for information technology services. A sources sought under number HSCG23-14-I-PFC999 was posted on 15 July 2014. The work forecast under F2014021557 for Advanced Distributed Learning (ADL) is not part of this solicitation. The ADL requirement will be solicited separately, please continue to monitor either FBO or GSA E-Buy for that requirement. Questions related to that procurement will not be addressed in response to this solicitation. The incumbent is Lockheed Martin. Contract number HSCG23-11-DBT000 with a ceiling of $86,477,077.
