- UNIFIED PROGRAM INTEGRITY CONTRACT PRESOLICITATION NOTICE The Centers for Medicare & Medicaid Services (CMS) will be issuing a Request for Proposal (RFP) to solicit services for the Unified Program Integrity Contract (UPIC). The UPIC will combine and integrate existing CMS program integrity functions carried out by multiple contractors and contracts into a single contractor to improve its capacity to swiftly anticipate and adapt to the ever changing and dynamic nature of those involved in health care fraud, waste, and abuse across the Medicare and Medicaid program integrity continuum. CMS anticipates award of a Multiple Award (MA) Indefinite Delivery Indefinite Quantity (IDIQ) contract for a 12-month Base Period and nine (9) 12-month Option Periods that can be exercised at the unilateral discretion of the Government. In addition, CMS anticipates awarding a Cost-Plus-Award-Fee task order for Jurisdiction 1 for a 12-month Base Period and four (4) 12-month Option Periods that can be exercised at the unilateral discretion of the Government. Jurisdiction 1 includes the states of Minnesota, Wisconsin, Illinois, Indiana, Michigan, Ohio, Kentucky, Iowa, Missouri, Nebraska and Kansas. This procurement will be under NAICS code 541990, All Other Professional, Scientific, and Technical Services, with a size standard of $15 million. The RFP will be issued under HHSM-500-2015-RFP-0122. The solicitation will be available on or about June 22, 2015, and will be distributed solely through the Federal Business Opportunities (FBO) website at http://www.fbo.gov. Proposals are expected to be due 30 days from the RFP issue date. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. No telephone requests or written requests for the RFP will be accepted. All prospective Offerors must be registered in the System for Award Management at http://www.sam.gov.
