The Government anticipates a Request for Proposal release on or about June 15, 2015 with proposal due date on or about July 30, 2015. Offerors may submit written questions requesting clarification of solicitation requirements once the Request for Proposal is issued. Specific instructions regarding submittal of questions and posting of answers shall be contained within the solicitation. No proposals are being requested at this time. The solicitation will be posted electronically to the Federal Business Opportunities page located at http://www.fbo.gov under its solicitation number. 12 Dec 2014 Draft RFP The Marine Corps Systems Command, Acquisition Center for Support Services (ACSS) is releasing Draft Request for Proposal (RFP) documentation for the upcoming Technology Services Organization (TSO) support services procurement. These are draft solicitation documents only. This notice is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. If the Government decides to contract for this effort, it will issue a Final Request For Proposal. The TSO effort is planned to be conducted as an unrestricted full and open competition. An Industry Day was conducted for this effort on 24 September 2014 at Marine Corps Base Quantico. Please refer to FedBizOpps Special Notice MCSC-TSO-FY15 for more information and the answers to the Industry Day questions. The solicitation number for the TSO effort is M67854-15-R-9500. The TSO provides development, design, production and sustainment support of enterprise-level information technology systems; particularly business systems including but not limited to pay, personnel, budget execution, orders writing, accounting and installation systems for the Marine Corps, and other DoD components, services and agencies on a reimbursable basis. The TSO operates as a Government owned, Government operated, contractor supported Integrated Product Team providing system operation and sustainment within a consolidated, consistent IT architecture and hosting environment at the Marine Corps IT Center in Kansas City, MO. The services to be acquired under this planned effort fall within the general areas of software design and analysis, software development, programming, debugging, software testing, software maintenance, software installation, help desk support and management, document conversion, risk management, software process improvement, quality assurance, system operations support, project management, prototyping, development of system documentation, training, and the design, development, modification, conversion, technology infusion, and maintenance of the system and their subsystems and networks supported by the TSO. These services are currently being provided under contract number M00264-13-C-0004, issued by the Marine Corps Regional Contracting Office - National Capital Region. The Draft RFP documents attached to this notice consist of the following: •Sections L & M •Performance Work Statement (PWS) •PWS Appendix C - Constraints •Resume Template •Staffing Template •Historical Staffing and Labor Mix In addition to the Draft RFP documents, the Electronic Reading Room Instructions are also attached. The Government is seeking comments on the Draft RFP documentation to be considered and possibly incorporated into the Final RFP. Comments and/or questions shall be submitted in writing no later than 3:00 PM EST Friday 19 December 2014 to Kathleen Ruyle at kathleen.ruyle@usmc.mil and copy to Nichole Wyche-Seawood at nichole.wycheseawood@usmc.mil. The Government will consider all comments received up to this date and time and may incorporate them into the Final Request For Proposal. No telephone calls will be answered or returned.
