Description
The Department of Health and Human Services (HHS), Centers for Medicare and Medicaid Services (CMS, or the Government) intends to issue a Request for Proposal (RFP) for a project entitled "Provider Compliance Reporting System" (PCRS). This requirement is to acquire IT support services for the development, operations and maintenance of a PCRS. PCRS will be a browser-based application that is designed to provide CMS a single source of information on Medicare review programs from a provider perspective. The initial release/implementation of the PCRS will allow Medicare review contractors and CMS staff to view a provider profile (e.g. when a provider received education, which claims were reviewed by the MAC, RAC, and SMRC, and when a provider was referred for ZPIC review). In addition, PCRS will provide for improvements to CMS' improper payment activities by continuing to optimize and improve communication and workflow between CMS, Medicare review contractors, and the provider community. Future releases of the PCRS will allow providers to access certain provider-visible data via a CMS provider portal and esMD HIHS. This procurement is a competitive 8(a) set-aside, under the North American Industrial Classification Standard (NAICS) Code 541512, Computer System Design Services, with a size standard of $27.5 million. It is anticipated that CMS will award a cost-plus-fixed-fee contract with the total period of September 30, 2015 to December 29, 2017, which consists of a 12-month base period, one 12-month option period, and a 3-month transition out period.
