Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotes are being requested via this synopsis and a written solicitation will not be issued. Requisition Number W81EWF513398988 is being issued as a request for quotes (RFQ) with intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-50. This requirement is 100% set aside for small business under NAICS code 611430 with size standard $11.0. The US Army Corps of Engineers (USACE), Geospatial Research Laboratory (GRL) Management Integration Office, Alexandria, VA has a requirement for the following: The US Army Corps of Engineers, GRL Management Integration Office has a requirement for a Leadership Development Program to provide a progressive avenue to develop and train USACE leaders at all levels of the organization. The location will be on-site at the Geospatial Research Laboratory in Alexandria, VA once a month between 1 October 2015 and 31 May 2016. SERVICE DESCRIPTION: Facilitation of six half-day leadership courses to include Measuring Team Performance/Team Building, Conflict Management, Communication Skills, Time Management, Emotional Intelligence, Presentation Skills, and Myers Briggs or DiSC assessments. The location will be on-site at the Geospatial Research Laboratory in Alexandria, VA once a month between October 2015 and May 2016 from 830-1230pm. Each class will have no more than 20 participants enrolled in the program with various career backgrounds SCOPE OF WORK: The contractor will align with the DoD Civilian Leader Development Framework by facilitating related courses and providing tools to develop leadership competencies for no more than 25 participants enrolled in the LOP. The facilitated leadership courses should include Building High Performing Teams, Presentation Skills, Communication Skills, Conflict Management, Emotional Intelligence, and Problem Solving. Task 1- The contractor will assess and develop the objectives and outcomes for each facilitated course. Task 2- The contractor will facilitate six separate four-hour leadership trainings to include icebreakers and interactive activities for the GRL LOP. Task 3- The contractor will provide a strengths/constraints assessment (such as Myers Briggs or DiSC) to include explanation of results for no more than 25 individuals. Task 4- The contractor will provide student workbooks, handouts, and follow-up assignments related to each LOP course for the participants in the program. Task 5- The contractor will create, distribute, collect, and evaluate surveys pertaining to the six facilitated leadership courses..DELIVERABLES: 1.Facilitation of a four-hr leadership course: qty 6/ schedule to be determined 2.Provide a student workbook for each course/student: qty 6/ up to 25 3.Invoice Frequency: Every month a training course is facilitated. 4. Submission of Survey Results: qty 6/ schedule to be determined. Please provide quote as follows: CLIN 0001 - Description: Leadership Development Training 1 Job Total Price: $____________ In accordance with 52.212-2 Award shall be made to the responsible offeror whose quote is determined to be Lowest Price Technically Acceptable.
