Description

The National Cemetery Administration is soliciting offers under solicitation number VA786-15-R-0234. The NAICS Code is 238140 Masonry Contractors. Size Standard is $15.0 Million. Contractor shall provide all labor, equipment, material and supervision necessary to: Remove granite panels, reposition Memorial Service Plaques in accordance with the drawing & re-install granite panels. If the granite panels cannot be salvaged install new granite panels with service plaques mounted in the correct order as per the drawing provided in the Solicitation. The contractor shall complete all work within thirty (30) calendar days after issuance of Notice to Proceed. Time stated includes final cleanup of the premises. Cost Range: Less than $25,000 Location: Calverton National Cemetery 210 Princeton Blvd. Calverton, NY 11933-1031 Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. METHOD OF EVALUATION - CASCADE PROCEDURES This a competitive Request for Proposals (RFP) using a Three (3)-Tier cascading set-aside procedure. The Government will award at the highest possible Tier. The set-aside Tiers will be as follows: 1st Tier: Service Disabled Veteran Owned Small Business (SDVOSB) 2nd Tier: Veteran Owned Small Business (VOSB) 3rd Tier: All small businesses Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owed Small Businesses (VOSB) must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. Award will be made to a responsible offeror on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors; only where adequate/sufficient competition is received at a given Tier. Adequate competition exists if; (1) proposals are received from at least two qualified / technically acceptable responsible offerors; (2) each of whom can satisfy the contract's requirements independently; (3) both contend for a contract which will be won by the offeror who submits the lowest evaluated price meeting or exceeding technical requirement and; (4) price is reasonable as determined in accordance with FAR 19.202-6. If the above is satisfied in Tier 1, Tier 2 and Tier 3 proposals will not be considered. If not, Tier 2 will be added to the evaluation process. If no acceptable offers are in Tier 2, Tier 3 will be added to the evaluation process. The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Price, (2) Technical Qualifications; and Past Performance. Electronic solicitations will be available for download from http://www.fbo.gov on or about June 10, 2015. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 2:00 P.M. ET on June 30, 2015. Offers received from Other Than Small Business concerns shall not be considered. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
