- BAA Cost Proposal Template Targeted BAA for Explosive Detection Systems (EDS) centralization, common GUI, and emulators This publication constitutes a targeted Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016. Formal Request for Proposals (RFPs), other solicitations, or additional information regarding this announcement will not be issued. The Transportation Security Administration (TSA) is soliciting concept papers on Explosive Detection Systems (EDS) centralization, common GUI, and emulators, which will be evaluated in accordance with this BAA. From the submitted and evaluated concept papers, offerors may be selected to submit a full proposal and deliver an oral presentation, from which projects will be selected for funding. Please see the attached BAA and its associated attachment for details and and instructions for submittal of information to this agency.
