- Subject: Materials and Processes Simulations (MAPS) platform by Scienomics, Inc. Reference Number: NB184000-15-02164 Notice Type: Notice of Intent - Sole Source The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Information Technology Laboratory, Advanced Network Technologies Division, intends to continue using molecular modeling software published by Scienomics Inc. on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to maintain the licensing of the Materials and Processes Simulations software by Scienomics, Inc. described below. Background: NIST currently has a site license for the Materials and Processes Simulations (MAPS) platform by Scienomics, Inc., which is a user friendly environment for molecular and coarse-grained modeling, simulation, visualization and analysis. Molecular modeling software which has the ability to create atomistic structures, compute equilibrium profiles, and seamlessly interface through an open API with public domain, open source and NIST-coded molecular dynamics software has been identified as a need essential to NIST researchers in a number of Laboratories throughout NIST. The functionality of the basic MAPS platform (the Chemistry Module) is extended through the addition of plugins. NIST currently has 4 plugins: 1) The Amorphous Builder Plugin; 2) The LAMMPS Interface Plugin; and 3) The NWChem Plugin. The usage of the Scienomics software increased from 10,575 hours in 2013 to 66,997 hours in 2014 demonstrated the software is critical for our research work. Scienomics is the only source for continued maintenance and support of the included Scienomics software packages. Molecular modeling software which has the ability to create atomistic structures, compute equilibrium profiles, and seamlessly interface through an open API with public domain, open source and NIST-coded molecular dynamics software has been identified as a need essential to NIST researchers in a number of Laboratories throughout NIST. Scienomics is the only product available that meets all these minimum requirements. The continued maintenance and support of the software provided by Scienomics is important for the NIST researchers. Sole-source is justified on this basis. The NAICS Code is 511210. NIST anticipates purchasing firm-fixed-price order to Scienomics Inc. for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST to provide the IOM DEMO system KIT necessary may clearly and unambiguously identify their capability to do so in writing on or before June 12, 2015 at 3:00 pm Eastern time. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
