This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number AG-6424-S-15-0003 is issued as request for quotation (RFQ). The acquisition procedures at FAR Part 13.5 are being utilized. The Government anticipates the award of a firm fixed-price, commercial contract. Award will be made to the responsible offeror whose quote responds to the terms of the RFQ and is more advantageous to the government. It is estimated that all work should be completed by October 30, 2015. Description of the services include providing an Area Wide Market Analysis (AWMA) for all seven regions for the Missouri Agricultural Conservation Easement Program (ACEP), for the state of Missouri. This work will include examining both the land uses in each market area requiring opinion of typical fair market value and the contractor's report on any NRCS conservation easement encumbered property sales in a separate section. Please refer to the specification attached as Attachment 1 to this solicitation for a detailed description of the services and deliverables required, Attachment 2, Service Contract Act Wage Determinations, and Attachment 3, Pricing and Certifications are incorporated and made a part of this Solicitation. Price includes all costs including travel. The work being solicited is for the State of Missouri, therefore, the following wage determinations apply and will be incorporated and made part of this Solicitation. WD 2005-2307, Revision 16, Dated 12-22-2014 WD 2005-2309, Revision 15, Dated 12-22-2014 WD 2005-2311, Revision 16, Dated 12-22-2014 This procurement is being handled on behalf of the USDA NRCS Missouri State office by the USDA NRCS Caribbean Area Office in Puerto Rico. Responses are due on Thursday July 9, 2015 no later than 4:30 pm, eastern time.
