Place of Performance: Presidio of Monterey (POM), California JOB DESCRIPTION: The work consists of the design and construction of a new 320-person AIT Barracks located at the Presidio of Monterey, CA. This work will be performed in two phases. Phase 1 will include all project design along with survey/drawings of local environmentally sensitive trees, demolition of these trees, construction of a satellite parking lot, pedestrian access, and a utility run with cabling. Phase 2 will include construction of barracks complex located on a small hillside parking lot and three additional parking lots. The site for the barracks building is the parking lot for another barracks. The site is small, sits above the adjacent road by 15', and emergency access to nearby barracks must be maintained. Complexities of the project include: a hillside building site, constructing a five story building on this site, maintaining vehicle and pedestrian access to adjacent barracks, complying with complex and unique Environmental Impact Statement (EIS) mitigation requirements, employees and sub-contractors will be required to park off Presidio of Monterey (POM) near an entrance gate and shuttle to and from (about a 2-mile round trip) the work site, and the lay-down area will be on a capped landfill where the cap must not be breached. The project includes development of design deliverables for review (60% & 90% submittals plus backcheck processes), and design deliverables for all necessary and appropriate architectural and engineering disciplines will be involved. Berthing module layout includes entrance into a common kitchen/meeting area with a common toilet & shower room and two private bedrooms. Each berthing module will berths two persons. Acquisition Information: This acquisition is proceeding as UNRESTRICTED FULL AND OPEN COMPETITION. Estimated Cost Range is between ($25,000,000 $100,000,000). This Procurement will be conducted under FSC CODE: Y1FC, NAICS Code: 236220. The size standard for this code is $33,500,000. All questions should be directed to the Contract Specialist, Daniel Czech-e-mail daniel.e.czech@usace.army.mil. It is anticipated that the RFP will be issued on or about June 24, 2013, for downloading at the Government's website at http://www.fedbizopps.gov/. No paper copies will be issued. The specific date and time will be identified in the solicitation. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS.
