Description
The following has been modified to correct the page number for the Instructions to Offerors. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included with this notice. This announcement constitutes the only solicitation; proposals are being requested and a hard copy of the solicitation will not be issued. A copy of the complete solicitation package is attached. The solicitation package incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-82 effective 05-07-2015. The U.S. Department of Agriculture, Rural Development (RD) intends to award one or more Blanket Purchase Agreements (BPA) for the completion of foreclosures, evictions, bankruptcy and other services to be performed throughout the State of Colorado. There are approximately 300 accelerated accounts. Offerors shall indicate in Section B.3 of the solicitation the areas where they will provide services. All services shall be conducted in accordance with applicable federal, state and local law. Performance requirements and standards can be found in Exhibit A, Performance Work Statement. The BPA will include a base year and two option years. The cumulative total of all orders placed under the BPA will not exceed $150,000. The BPA will be terminated at the point that this total is reached, regardless of the actual number of years/months that have occurred under the agreement. Please refer to FAR 52.212-1, Instruction to Offerors - Commercial Items, for instructions for preparation and submission of your proposals. See pages 11 - 15. The Government will evaluate the proposals in accordance with FAR 52.212-2, Evaluation - Commercial Items. See pages 15 - 16. Offerors must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov. Registration in SAM is free. If you need help with your registration, please contact the Colorado Procurement Technical Assistance Center (PTAC). The Procurement Technical Assistance Program was authorized by Congress in 1985 in an effort to expand the number of small businesses capable of participating in Government contracts. They will assist you with your registration for no cost. The Colorado PTAC website is http://www.aptac-us.org/find-a-ptac/?state=CO This acquisition is a Total Small Businesses Set-Aside. The North American Industry Classification System (NAICS) Code is 541110 with a small business size standard of $11.0M. This size represents the previous three years revenue as defined at this Small Business Administration page: http://www.sba.gov/content/table-small-business-size-standards. Your firm plus all affiliates must have total average revenue at or below this size. This NAICS code must be included in your SAM registration with a code of "Y", regardless of other codes you include in your registration. Interested Contractors wishing to enter into a BPA should reply via secure email or mail to the Contracting Officer listed below no later than June 26, 2015, 4:00 PM Mountain Time.
