- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT - Commander Navy Installations Command (CNIC) intends to negotiate a sole source contract with Fresh Revenues 435 South Front Street Suite 208, Memphis, TN. 38103, developer of the Navy Gateway Inns and Suites YES! training program, for standard operations and customer services as per the attached Performance Work Statement (PWS). CNIC will be purchasing this requirement with NON-APPROPRIATED FUNDS (NAF). The contract will result in a NAF firm fixed price contract. Negotiation is being conducted using competitive procurement procedures to the maximum extent practicable pursuant to authority of DODI 4105.67. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of CNICINST 7043.1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete this proposed contract is solely within the discretion of the Contracting Officer. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. Any responses to this notice of contract action shall be submitted to Dennis Bertrand, dennis.bertrand@navy.mil, no later than 27 April 2015, 13:00 CST.
