Description
DESCRIPTION: The U.S. Army Corps of Engineers Europe District intends to issue a Request for Proposal (RFP) W912GB-15-R-0026 with intent to award one (1) Firm-Fixed Priced (FFP) contract for the design and construction of water supply improvements for existing well collection points, surface water collection points, pumping systems, storage systems, and distribution systems for multiple locations in Azerbaijan. The project includes the design and construction of wells, river water surface collection inlets, pumps, equipment houses, elevated storage tanks, ground storage tanks, underground distribution piping, hygiene protection devices, electrical transformer replacement, and electrical supply. The project will improve the existing water collection, storage, and distribution systems. The projects will improve system reliability, system sanitation/hygiene, and capacity to satisfy the local volume demand. Site Locations are as follows: Ardushlu IDP Housing Area, Azerbaijan 5km Northwest of Taxta-Korpu, Azerbaijan. (N40.145056, E47.59875) Yeni Deshkend IDP Settlement, Azerbaijan 8km West of Barda, Azerbaijan (N40.381556, E47.03675) Alkhasli IDP Housing Area, Azerbaijan 5km Northeast of Taxta-Korpu, Azerbaijan (N40.179972, E47.6955) TYPE OF CONTRACT AND NAICS: This RFP will be for one Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. TYPE OF SET-ASIDE: Unrestricted SELECTION PROCESS: The Government intends to utilize a two-phase source selection process to evaluate contractors for award. Those Contractors who are considered most qualified during Phase I (Not to exceed five contractors unless the Contracting Officer decides otherwise) will be requested to submit proposals for the Phase II portion of the solicitation. In Phase I of the Two-Phase design-build source selection procedure, interested firms or joint venture entities (referred to as quote mark Offerors quote mark ) submit certain specified performance capability proposals, demonstrating their capability to successfully execute the work required by the solicitation. The Government will evaluate the performance capability of proposals in accordance with the criteria described in the solicitation. Those Contractors who are considered most qualified during Phase I (Not to exceed five contractors unless the Contracting Officer decides otherwise) will be requested to submit proposals for the Phase II portion of the solicitation which will include additional contractual requirements that the offeror will review in order to prepare a technical and price proposal. Note that in Phase-One, the Europe District reserves the right to reject any/all offers. CONSTRUCTION MAGNITUDE: The estimated magnitude of this contract action is between $500,000 and $1,000,000. SITE VISIT/PRE-PROPOSAL CONFERENCE: Currently a Site visit and Pre-proposal Conference is NOT scheduled; however, the Government may schedule one or both, of which the date and time will be published in the posted solicitation. Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this contract. Solicitation documents, plans and specifications will only be available via FedBizOpps. Registration for plans and specifications should be made via FedBizOpps Internet Homepage. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest.
