- Description
- The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk intends to negotiate a sole source Firm Fixed Price contract and will utilize procedures under FAR Part 13.5, Test Program for Certain Commercial Items with L-3 Unidyne, Inc., 2740 Ellsmere Ave, Norfolk, VA 23513 as required by Explosive Ordnance Disposal Training and Evaluation Unit Two (EODTEU-2). The contractor shall supply and install a Lenel L-3 Unidyne Security System and System Upgrades within Buildings 821, 819 and 830 in order successful meet and complete the training mission. The contractor shall deliver and install the required security system within 120 days upon award. This notice of intent is NOT a request for competitive quotations; however, all responsible sources may submit a quotation, which shall be considered by the agency. A complete RFQ package will be available on or about 15 April 2015, by downloading the documents at NECO website: https://www.neco.navy.mil/ or FEDBIZOPPS website: https://www.fbo.gov/. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this acquisition is 334290 “ Other Communication Equipment Manufacturing and a size standard of 750 employees. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
