Description
The following announcement has been modified to extend the response time until 1500 EDT 09 April 2015 Enhancements and Warranty Extension to Mid-Tier Networking Vehicular Radio (MNVR, AN/VRC-118(v)1) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. ACC-APG, on behalf of Product Manager Mid-Tier Networking Vehicular Radio, seeks industry feedback regarding proposed enhancements, and two year extension of the warranty to the AN/VRC-118(v)1 radio system. This RFI is solely for information and planning purposes. The respondents are responsible for all expenses associated with responding to the RFI. This is not a request for Quotations or Proposals. The Government will not reimburse contractors or responders to this notice for any costs incurred in responding or in any subsequent exchange of information. The U.S. Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. Do not submit responses with any proprietary or restricted information. Any documentation provided will not be returned. All interested sources are invited to provide responses to the questionnaire. Please submit responses to the questionnaire electronically as one complete document in the questionnaire structure in a format chosen by the responder. MNVR AN/VRC-118(v)1 is a 2 channel vehicle mounted radio system, supporting Wideband Networking Waveform (WNW), Soldier Radio Waveform (SRW) and Single Channel Ground and Airborne Radio System (SINGCARS). The required capabilities of the radio system are defined in MNVR Performance Requirements Document (PRD), except for the following listed objectives, which are not required: 3.1.c, 3.2.j, 3.2.n, 3.2.o, 3.3.2.e, 3.3.4.d, 3.3.5.a, 3.4.e, 3.5.1.d, 3.6.1.a, 3.6.1.b, 3.6.2.e, 3.6.2.f, 3.6.4.3,b, 3.6.4.11, 3.6.4.12, 3.8, 3.10.2.b, 3.10.2.c, 3.11.c, 3.15.8, 3.16.3.a, 3.16.3.b, 3.16.3.c Please review the proposed additional capabilities to be included in MNVR AN/VRC-118(v)1, in addition to capabilities defined in the previous paragraph: Proposed additional capabilities: 1.Perform hardware and software modifications to add internal Selective Availability Anti-Spoofing Module (SAASM) based Global Positioning System (GPS) to MNVR radio system. 2.Perform hardware and software modifications to increase SRW transmit/receive range to a minimum of 10 kilometers, 200 kilobits per second user throughput, using CC/CSMA mode, with zero call groups, average packet size 600 bytes, point to point, one propagation path, no fading, using a 1.2 MHz UHF-Band channel, and an attenuation of 122 dB. 3. Perform hardware and software modifications so that MNVR system shall utilize the 225-450 MHz frequency band to receive and transmit information with other systems for WNW, using a 3.0 MHz channel. 4.Perform hardware and software modifications so that MNVR system shall utilize the 225-450 MHz frequency band to receive and transmit information with other systems for WNW, using a 1.2MHz channel. Question 1: Will you propose to perform hardware and software modifications necessary to add each of the four capabilities listed above to AN/VRC-118(v)1? Question 2: If you intend to propose on this effort, do you have access to the parts of the Technical Data Package necessary to perform the requested modifications to AN/VRC-118(v)1 ? Question 3: Can you extend the warranty for AN/VRC-118(v)1 by an additional two years (existing contract W15P7T-13-D-0068 specifies only two years), with all terms and conditions in the MNVR Statement of Work (Section 5) and Contract W15P7T-13-D-0068 (Section I-115)? Question 4: Please provide company name and contact information. Question 5: Please provide any questions, comments and feedback. Interested parties should submit the requested information no later than 1500 on 09 April 2015 by email to thomas.e.lynn23.civ@mail.mil. When submitting responses, please reference RFI No. W15P7T-13-D-0068 in the Subject Line. The Government does not guarantee that questions received will be answered. Answers to questions may be distributed to all interested bidders. Telephone responses will not be accepted. Responses to the notice will not be considered as offers and cannot be accepted by the Government to form any binding contract.
