Description
This market survey is for information and planning purposes only, it does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding for any activity to support current or future development efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. The documentation provided will not be returned. The U.S. Army Contracting Command - New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Chief of Public Affairs (OCPA), Army Public Affairs Program, Washington, DC is conducting a Market Survey to identify potential sources with the capacity and technical capability necessary to provide full time on-site analysts with consultative, technical and communications analytical expertise to support the OCPA and provide Communication Support Services and successfully perform the requirements described herein. 1. Communication Planning. The contractor shall integrate the planning and coordination of designated public affairs and communication programs across multiple media and disciplines. The contractor shall provide program level communication support and develop communication plans to include, but not limited to, analyzing the information environment, the description of current and upcoming phases of communication initiatives, and identification and development of objectives and performance metrics. The contractor shall be able to analyze and define needed communication to include, but not limited to, collection/review and evaluation/assessment of feedback; conduct research of potential Outreach events to include the creation of an Outreach plan, development and planning for Outreach events, analysis of implementation and execution, evaluation; and determination of program/event effectiveness. The Contractor shall provide communication draft plans (Enduring or Emerging) including all coordination requirements and be prepared to adjust plans progressing from development through execution based on Government direction. 2. Communication Planning and Army Public Affairs Portal/Website Management. The contractor shall support communication projects, products, initiatives and campaign plans requiring internet web sites, including social media, as best deployment method. The contractor shall maintain knowledge of web technology and website operation to maximize its ability to create communication products that utilize this media. The contractor shall develop, coordinate, implement, synchronize and assess communication goals; provide outreach analysis, plan development and program execution in support of Army Outreach (executive and broad-based); develop an outreach process and tools; and develop/design, create, implement and execute displays for events/activities and conferences. These include, but are not limited to pop-up exhibits, visitor center exhibits and various other OCPA hallway exhibits. 3. Communication Evaluation and Assessment. The contractor shall provide the Army with communication measurement expertise. The contractor shall be capable of providing analytical expertise in understanding the character, nature and trends of communication, particularly with the emergence of social media. The contractor shall provide administrative and logistical support. The contractor shall identify, collect and publish required on-demand/ad hoc, daily, weekly, and monthly reports based on open source traditional and social media reporting on the Army's primary and secondary audiences and subjects of interest to the senior Army leadership. The contractor shall collect, analyze, and evaluate information, establish and maintain/oversee databases and prepare reports to support program and organizational requirements. 4. Operations Research and Analysis: The contractor shall provide Operations Research and Analysis capability and expertise to develop and execute strategies for deliberately and consistently measuring the strategic effects of Army communication efforts across the spectrum of media and community outreach activities. The contractor will develop strategic-level metrics and presentation packages. The contractor shall advise and assist communication campaign leads with developing metrics, collecting supporting data, and analyzing collected data in support of efforts to measure Army communication initiatives, action, programs and/or campaigns. 5. Project Management and Support. The contractor shall provide project level communication such as point papers, executive summaries, supporting material, position papers, written communication, meeting minutes/reports, overview briefings, including objectives, strategy, analysis, evaluation, recommendations, scheduling information, risks, structure and contacts to key internal and external audiences describing current actions and or activities and upcoming phases of any initiatives. Interested parties that believe can meet the above requirements shall provide a brief summary of their capabilities. Submissions shall not exceed 10 pages (8.5 x 11 inches), not including pictures and brochures. Format of submissions shall be in accordance with the outline provided below. Font shall be 12 pitch with one inch borders. All information marked {Proprietary to company name} will not be disclosed outside of the Department of Defense. Additionally, the following information shall also be provided: a. Organization's name, address, point of contact, CAGE number and DUNS number. b. Business size as it applies to NAICS code 541611 c. A brief summary of the company's capabilities. i. Personnel's core experience and education qualifications. ii. Related Communications experience. iii. Facility and personnel security clearances iv.
