Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS OPPORTUNITY IS A 100% TOTAL SMALL BUSINESS SET-ASIDE This announcement constitutes a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items (Reference Class Deviation 2015-O0004-Permanent Authority for Use of Simplified Acquisition Procedures for Certain Commercial Items, from Federal Acquisition Regulation (FAR) 13.5.). This combined synopsis/solicitation is supplemented with the additional information included in this notice. Solicitation number W91236-15-T-0003 is issued as a Request for Quote (RFQ). Quotes are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Wage Determination WD05-2543 (Rev.-17) 12/22/2014 is applicable to this action. This procurement falls within the provisions of the Service Contract Act of 1965, as amended, which among other requirements imposes mandatory minimum wages by occupation code as well as establishes an hourly minimum wage of $10.10 if not otherwise provided for by an occupation code. Contractors are referred to Attachment 2 and FAR Clause 52.222-41, quote mark Service Contract Act of 1965. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-80 and DFARS Change Notice 20150226. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at: http://farsite.hill.af.mil/. The North American Industry Classification System (NAICS) code is 336611, and the Small Business Size Standard is 1000 employees. This solicitation is 100% Set-Aside for Small Business contractors. The U.S. Army Corps of Engineers, Norfolk District intends to issue a Firm Fixed Price contract for the Vessel HARRELL Dry-dock Repair Availability. The period of performance to complete all services in accordance with the Performance Work Statement (PWS) and the conditions of the contract is 60 days after award of contract. Proposed pricing is required to be honored through 45 days from the time of the closing of the Solicitation. NOTE: The Dry Dock Services shall be performed at the contractor's facilities which must be located within 60 miles of USACE Norfolk District Headquarters at 803 Front Street, Norfolk, Virginia 23510. Failure to meet a requirement may result in an offer being ineligible for award. All Contractors responding to this RFQ are required to complete (i.e., fill-in the prices for each line item) on the bid schedule but are not required to provide price or cost breakdown or back-up information at this time. The Government reserves the right to request additional cost or price breakdowns or back-up information if necessary to determine a fair and reasonable price. However, the Contractor is not responsible for reasonable wear and tear to Government property or for Government property properly consumed in performing this contract. (2) The Contractor shall take all reasonable actions necessary to protect the property from further loss. Government-furnished property includes, but is not limited to, spares and property furnished for repair, maintenance, overhaul, or modification. Government-furnished property also includes contractor-acquired property if the contractor-acquired property is a deliverable under a cost contract when accepted by the Government for continued use under the contract. The Government intends to hold a site visit for all interested parties on 01 April 2015 from 8:00-11:00 AM EST Location: USACE Norfolk District Address: 803 Front Street Norfolk, Virginia 23510 The site visit will give all interested parties an opportunity to tour the vessel in order to take pictures (at the permission of the Government) and to make notes regarding the boat's condition. The site visit is not an opportunity to make inquiries.
