Description
Statement of Work THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Agency Announcement (BAA). The RFI does not commit the Transportation Security Administration (TSA) to contract for any supply or service. The TSA is not at this time seeking proposals. Responders are advised that the TSA will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP or BAA. The information provided in this RFI is subject to change and is not binding on the TSA. All submissions become the property of the TSA and will not be returned. Additionally, it should be noted that the TSA is requesting information on this topic to identify what Human Factors Engineering (HFE) support is currently available. Industry Response The TSA is interested in hearing industry's ideas on how to efficiently and effectively acquire these services in accordance with the attached Statement of Work. To that end, TSA is seeking capability statements from industry. Interested vendors are encouraged to share as many ideas and suggestions to all or some of the topics presented herein. Responses are an opportunity for industry to make suggestions, recommendations, and input. The contractor is not required to answer or comment on all content contained in this RFI in order to respond to this notice. Submissions must be accompanied by a cover letter which identifies the company name, address, DUNS number, Point of Contact(s) (Name, title, email, and phone number), and business size, i.e. small, small disadvantaged, 8(a)-certified small disadvantaged, HUBZone small, woman-owned small, veteran-owned small, service-disabled veteran-owned small - based upon NAICS Code 541330 "Engineering Services" with a size standard of $14 million. Proprietary Information Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid DHS/TSA, please segregate proprietary information. Please be advised that all submissions become the property of the Federal Government, and will not be returned. Background Human Factors Engineering (HFE) is a multidisciplinary field that includes psychology, engineering, operations research, industrial and graphic design, biomechanics, and anthropometry. HFE involves the study of all aspects of the ways in which humans relate to the world around them and is concerned with the "fit" between the user, equipment, and their environments. HFE takes the user's capabilities and limitations into account in seeking to ensure that tasks, functions, information, processes, procedures, tools, and the environment suit the user and optimize performance. The Transportation Security Administration (TSA) Human Factors Engineers provide input on how to improve operational performance with the end user in mind. The effective application of HFE principles will ensure that the Office of Security Capabilities (OSC) is able to contribute to meeting TSA's goals of protecting the Nation's transportation systems by identifying, qualifying, and deploying sustainable capabilities and solutions; implementing TSA's Risk-Based Security (RBS) operations and procedures; and strengthening TSA's operations, management, and workforce. Understanding and maximizing human perceptual capabilities, image interpretation, and decision making strategies with empirically validated data will inform transportation security technology decisions, procedures, training, and will optimize human performance. Performance will be maximized through increased throughput of screened items or persons, increased screener ability to accurately resolve alarms, resulting in higher detection rates and lower false alarm rates, decreased time to make a determination, and a decrease in bag/secondary searches. Security will be increased through a decrease in the number of missed threats, reduced number of procedural errors, and reduced human error. Unless the human element is considered to be a critical component of the success of TSA's mission, benefits from updated technologies, revisions to SOPs, training, etc. will not be fully realized. The goals of HFE are to: • identify approaches for optimizing performance; • enhance safety and usability when the human interacts with their work environment; • provide design criteria to guide HFE implementation; • minimize human error through human-centered design; • enhance transportation security and performance by providing input to the design of human-centered automation and interfaces that help prevent operator error and increase detection; • develop decision support tools; • support training; • enhance team and organizational practices; • ensure acceptable workload levels; • investigate and implement strategies to maintain TSO vigilance while decreasing fatigue; • improve screening efficiency; • lower cost of ownership; • develop tools and metrics for the evaluation of human performance; • develop mitigation strategies to combat performance decrements; • advance the fundamental understanding of how screeners process information, make decisions and collaborate with colleagues, passengers, and systems. HFE input is critical in supporting all organizations within TSA. HFE's goals most directly support internal stakeholders in the following offices: • Office of Security Operations (OSO), • Office of Training and Workforce Engagement (OTWE), • Policies and Procedures (P&P), • Office of Human Capital (OHC), • OSC Checkpoint Technologies Division (CTD), • OSC Checked Baggage Technologies Division (CBTD). • OSC Deployment Division It is critical for the success of TSA systems to ensure that HFE work closely with teams involved in the development of training, processes & procedures, personnel selection, requirements design, and system design and acquisition of new technologies, to ensure a systems approach for not only optimized and safe human performance, but also for optimized total system performance. In support of this, the Human Factors Engineering Section is seeking HFES support on a variety of current and anticipated efforts. Please refer to the Statement of Work for further details in regards to this requirement. Response Responses (limited to Five (5) page capability statement) single spaced, Times New Roman, no smaller than 12 pitch font. Drawing, diagrams and/or captions to pictures are limited to no smaller than 8 pitch font. All submissions must be made electronically (as described below), and be in either Adobe PDF or Microsoft Office Word. Responders are to describe in clear and concise language their capabilities to meet the Government's requirements set forth in this RFI.
