Attachment A - IDEA 2017 Vendor Collaboration PPT Slides Attachment B - IDEA 2017 DRAFT PWS Attachment C - Capability Statement Instructions Title: State and Local Implementation of IDEA 2017 Solicitation: ED-IES-15-R-0020 The U.S. Department of Education (the Department) is hosting a Vendor Collaboration Webinar Event to provide pertinent details regarding a new Fiscal Year 2015 procurement: State and Local Implementation of IDEA 2017; on behalf of the Departments' Institute for Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE). The Department's intent is to allow interested parties and prospective offerors to obtain key information on the requirement, allow for a robust understanding of the respective requirement in its entirety, obtain valuable feedback from industry, and to provide a platform whereby both large and small businesses may obtain the information on other interested parties to support robust small business subcontracting opportunities, partnering and/or teaming arrangements. Attachments to this notice are as follows: Attachment A - State and Local Implementation of IDEA 2017 Vendor Collaboration Slides Attachment B - Draft IDEA 2017 Performance Work Statement (PWS) Attachment C - Capability Statement Instructions A brief overview of the requirement and logistical information for the Vendor Collaboration Webinar Event is provided below: Requirements Overview The Department anticipates the solicitation and award of one hybrid contract (contains both Fixed Price and Cost Reimbursement Tasks) for a new Fiscal Year 2015 procurement titled ‘State and Local Implementation of IDEA 2017' on behalf of the Institute for Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE). The purpose of the requirement is to evaluate the implementation of academic instruction, intervention, and supports for students with Individualized Education Programs (IEPs) who are eligible for services under the Individuals with Disabilities Education Act (IDEA). IDEA supports early intervention services and special education and related services for 6.87 million children across the United States, ages 0 to 21, who had been identified as having a disability or a risk of substantial developmental delay. In Fiscal Year 2014, appropriations for IDEA were $12.492 billion for programs administered by the Department's Office of Special Education Programs (OSEP). Period of Performance The period of performance for the anticipated contract is 78 months, broken out as shown below: The 18 month base period focuses on the design phase, and development of data collection plans for the first round in Optional Period I, of data collection and report preparation. Option Period I is for 31 months, and includes data collection during the first half of 2017 and completion of an IES-approved study report and restricted-use data file no later than early 2019. Optional Period I is anticipated to occur in months 12 to 42 after award, and overlaps with the base period in months 12 to 18. Option Period II is for 38 months, and includes data collection during the first half of 2020 as well as preparation of an IES-approved study report and restricted-use data file no later than early 2022. Option Period II is anticipated to occur in months 39 to 78 after award, and overlaps with Option Period I in months 39 to 42.
