Description
Justification for Other than Full and Open Competition The US Department of Commerce (DOC), National Oceanic and Atmospheric Adminstration (NOAA), Western Acquisition Division (WAD), intends to negotiate on a sole source basis with Washington State Department of Fish & Wildlife to provide assistance in estimating egg-to-fry survival for both hatchery and wild Chinook salmon in different reaches of the Yakima, Wenatchee, and Methow rivers in Washington State. This study will include: providing access to salmon and materials for the project, the facilities to hold the fish until they are ready to spawn, collection of both wild and hatchery adult Chinook salmon, collection and fertilization of their eggs, construction of artificial salmon redds (nests) in up to 30 or more different sites in the Yakima, Wenatchee, and Methow rivers, placement of eggs from both hatchery or wild Chinook salmon within incubation chambers of artificial redds, habitat surveys of study reaches, periodic sampling of a subset of artificial redds to determine incubation conditions within redds, and excavation of all redds in the spring to estimate the total egg-to-fry survival. The results of this study will be used to design studies to estimate egg-to-fry survival for other listed salmon populations throughout the Columbia River basin and assist in NOAA's mission to recover threatened and endangered salmon. This will allow the Fish Ecology Division of the National Marine Fisheries Service to accomplish its mission of stewardship of living marine resources. This proposed contract action requires access to available hatchery space in various locations in the Columbia River basin, salmon and eggs necessary to conduct the study, appropriate permits and facilities to hold the fish, and the education and experience to design and complete the study. This notice represents the only official notice of this solicitation. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. For this requirement, Washington State Fish & Wildlife is considered the only responsible source and no other supplies or services will satisfy agency requirements. This is not a request for proposal or solicitation; however, interested parties may identify their interest and capability by submitting data that demonstrates the ability to meet the technical requirements. Any firm that believes it can meet this requirement may provide written notification with sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements to the Contract Specialist within fifteen (15) days after date of publication of this synopsis. Offerors should include a description of significant collaboration or subcontracting that will be required to provide technically acceptable deliverables. No cost or pricing data is required. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Justification for Other Than Full and Open Competition (JOFOC) is attached. The NAICS code for this requirement is 112511 and small business size standard established for this sector is $750,000.00.
