- Statement of Objectives for the Norstar key ststems Listing Of Materials Combined Synopsis/Soliciation 20 March 2015 COMBINED SYNOPSIS/SOLICITATION Norstar Replacement System MALMSTROM AFB, MT (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Submit written quote (oral quote will not be accepted) on RFQ reference number F2W3G15015AC02. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-79. (iv) This procurement is being solicited as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 334210 with a size standard of 1000 Employees. (v) CLIN 0001: NorStar Key System Replacment (vi) Description of requirement: Contractor to engineer, furnish, install and test (EFI&T) the replacement of the Norstar Key system at 15 Malmstrom AFB Missile Alert Facilities. The contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOO. All equipment, supplies, and materials provided shall be NEW AND NOT REFURBISHED. (vii) Please refer to the Statement Of Objectives (SOO). (See attachment 1 ) FOB: Destination, at: 341 CS MALMSTROM AFB MT 59402-8780 (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Quote will be evaluated on price and ability to meet specifications. (x) The provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. *All firms or individuals submitting a quote shall include a completed copy of this provision, or include a completed copy of the Online Representations and Certifications https://www.sam.gov/portal/public/SAM/. (48 CFR Chapter 2) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation. 5352.201-9101 Ombudsman (HQ AF Global Strike Command/A7K, 41 Orville Wright,Ste 202, Barksdale AFB, LA 71110-2415, 318-456-6336) OMBUDSMAN (NOV 2012) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
