- The Department of Veterans Affairs intends to negotiate a noncompetitive award for landscape services for the VA Medical Centers located within Palo Alto Division (PAD) 3801 Miranda Avenue, Palo Alto, CA 94301; Menlo Park Division (MPD) 795 Willow Road, Menlo Park, CA 094025; and Livermore Division (LVM) 4951 Arroyo Road, Livermore, CA 94550. The Department of Veterans Affairs intends to negotiate a noncompetitive award to Rubicon Landscape, Ability-One/Source America. This procurement is a sole source award under the Ability One program authority: 41 U.S.C. 253 (c) (5) Far 8.7. The contractor shall provide labor, personnel, equipment, tools, materials, supervision and other items and services necessary to perform landscape maintenance (grounds maintenance i.e. lawn mowing, tree trimming, pruning, shaping and debris removal) at the respective addresses listed above for PAD, MPD and LVM. The contract bridge is individual site location(s) listed for a six month period beginning April 1, 2015 to September 30, 2015. Sole source justifications are not required under FAR 6.302-5. This notice is NOT a request for competitive proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-80 effective 02 March 2015. The NAICS code is 561730 and the Small Business size standard is $7.5 million.
