- The Defense Commissary Agency, Contracting Directorate Construction Design Branch (HQ DeCA/LEAAF), anticipates awarding a firm fixed price construction contract to Architectural/Refrigeration Upgrade to an existing 71,731 square foot commissary at Fort Jackson, SC. The scope of the project includes the renovation of a 71,731 square feet commissary facility (supermarket). This will include a general sales area, electronic checkout registers, receiving area, loading dock, meat and produce preparation areas, cold and freeze storage and other supporting areas. Mechanical ventilation and heat recovery are to be used where possible and backed up by self-contained systems. Reclaim of cold air spill over from display cases will be used in conjunction with the air conditioning system. Construction will include a refrigeration support system with automatic monitoring control systems. Exterior support includes tying into the existing utilities, services, and communication system, and providing pavement for delivery trucks and car parking. Project provides walks, curbs, gutters, storm drainage, site improvements and landscaping. Emergency building lighting and fire protection systems and mechanical space and accessibility for the physically handicapped will be included. Project will be constructed to satisfy current energy conservation policies, standards, and regulations as applicable. Force protection measures meeting minimum DOD standards are included. The project is sited in an area master planned as a Community Center. The magnitude of construction is between $10,000,000 and $25,000,000. This is a competitive acquisition for a commissary construction project utilizing Lowest-Priced, Technically Acceptable (LPTA) source selection process conducted in accordance with Federal Acquisition Regulation (FAR Part 15.101-2). Award will be made to the best value lowest priced, technically acceptable responsible offeror. This acquisition will be conducted using full and open competition. For the purpose of this acquisition, the NAICS Code is 236220. The pricing schedule for this solicitation will consist of four (4) CLIN's to include Commissary Building Construction, Commissary Equipment, Commissary Building Maintenance & Repair, and Commissary Equipment Repair over & above. A firm fixed price contract for all CLIN's will be awarded as a result of this solicitation. This contract will be funded, awarded and administered by the Defense Commissary Agency (DeCA). Funding and payment information will be provided by DeCA at the time of award. The performance period for this project will be 450 calendar days after issuance of the Notice to Proceed. Important Notes: It is anticipated that the Request for Proposal (RFP) will be issued on or about 03 April 2015. By submission of an offer the offeror acknowledges the requirement that a prospective Awardee must be registered in the System for Award Management data base prior to award of any contracts resulting from this solicitation.
