- THIS IS A SOURCES SOUGHT NOTICE ONLY (not a pre-solicitation notice pursuant to FAR part 5) for planning purposes. The 127th Wing, Contracting Office, Selfridge Air National Guard Base (SANGB) Michigan is issuing this notice to determine if there is an adequate number of qualified, interested small business concerns primarily engaged in roofing (we are not seeking general contractors) capable of performance on a Construction Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for maintenance, repair, and construction roofing services. All will be in accordance with individual task order requirements, specifications and drawings provided with each project or master specifications. Prospective contractors must be able to respond within 120 minutes (2 hours) in response to emergencies via the main office or a staffed satellite office. The government anticipates award of a maximum of five (5) individual MATOC contracts, providing sufficient qualified contractors to present offers. The total contract period, to include options, shall not exceed five (5) calendar years. Delivery Orders will range from $2,000.00 to $750,000.00. The total of individual task orders placed against this contract shall not exceed $10,000,000.00 to any one contractor. The North American Industry Classification System (NAICS) code for this work is 238160. The small business size standard is $15.0 million average annual revenue for the previous three years. Facilities are primarily located at 127th Wing, Air National Guard facilities at Selfridge ANGB, Michigan; however, work may be required at other Michigan National Guard as well as various federal facilities throughout the State of Michigan. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. Small Business concerns who believe they can responsibly perform this requirement should complete and submit the attached Sources Sought Information Request Form to the Contract Specialist no later than 15 April 2015. The Sources Sought Information Request form and appropriate supporting documentation should be emailed to the Quentin Sheets at quentin.sheets@ang.af.mil Responses should be limited to 10 pages (single sided). Note: Pursuant to 13 CFR 125.6, a small business concern will perform at least 25 percent of the cost of the contract (and each delivery/task order) with its own employees (not including the cost of materials) Note: All contractors must be registered in the System for Award Management (SAM) with DFAS Representations and Certifications completed, in order to receive a contract award from any DOD activity. Contractors may access the PTAC website at www.ptacsofmichigan.org This source sought is issued for informational and planning purposes only. Responses will not be returned. The information will be used to conduct market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the government's requirements. Respondents will not be notified of the results of the evaluation. The Government does not intend to award a contract based on responses received under this announcement. Contact with Government personnel, other than those specified in the sources sought, by potential offerors or their employees regarding this requirement is not permitted. This is not a request for proposal. It is not to be construed as a formal solicitation or an obligation on the part of the government to acquire any products, construction, or services. The information requested by this RFI will be used within Selfridge ANGB to facilitate decision making and will not be disclosed outside the Federal Government. Any information provided to the government is strictly voluntary and will be provided at no cost to the government. The Government reserves the right to decide whether or not a small business set aside is appropriate based on responses to this notice.
