- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD FOLLOW-ON INTERIM CONTRACT The Department of Veterans Affairs, Veterans Health Administration, VISN 1, intends to negotiate a Sole Source commercial item procurement with Garelick Farms, LLC, 1199 W. Central St., Franklin, MA 02038 to provide milk and dairy products to all Medical Centers in VISN 1 (ME, NH, VT, MA, CT, RI), for Nutrition & Food Service, and the Veterans Canteen Service. This proposed procurement is for products/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. VISN 1 has a need for a four (4) month interim contract for fresh milk and dairy products, period of performance 4/1/2015 - 7/31/2015. If the delivery of milk and dairy to the medical center ceases, direct patient care will be affected. These products are required as part of the subsistence program for all of the Veterans housed and visiting the medical centers. This notice of intent is not a request for proposals or competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement via email to Joyce Goodale, Contract Specialist, Joyce.Goodale@va.gov, Subject Line: Response to NO. VA241-15-Q-0307. Responses must be received no later than Monday, March 30, 2015 at 11:30 AM EST. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these products/services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award. The primary North American Industry Classification System (NAICS) code is 311511, Fluid Milk Manufacturing, Small Business Size Standard of 500 employees.
