Draft Statement of Work. Sources Sought - Rockwell Collins URG III Radio System for Equipment Purchase, Install, Repair Services & System Maintenance Notice of Sources Sought: The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) is seeking qualified contractors for the purchase, installation, repair and maintenance of the FEMA National Radio System (FNARS) Rockwell Collins URG III Radio System for locations within CONUS and its US Territories and Possessions. This is not a solicitation or announcement of a solicitation. This is a Sources Sought notice only. The purpose of this sources sought is to gain knowledge of potential qualified sources for this requirement. Description of work to be performed: The Government intends to issue an IDIQ, Hybrid (Firm-Fixed Price and Time and Materials) Type Contract for the purchase, installation, repair and on-site maintenance of the Rockwell Collins URG III radio system and peripheral equipment. Anticipated costs associated with this requirement include, but are not limited to, costs for equipment, replacement parts, labor, equipment repairs and on-site maintenance services. The anticipated period of performance is for a one year base period from date of award, with four, 12 month option periods. (Refer to the attached DRAFT Statement of Work for additional information). The current radio system for the FEMA FNARS was installed during the period of July 2008 through July 2011. The existing Rockwell Collins URG III Radio System consists primarily of the following equipment: Model No. RT-2200 receiver/exciter, Model No. PR-2025 Pre-Post Selector, Model No. PA-2200 Audio Panel, System Software and licensing, fiber optic interface, all electrical, lightning and voltage protection devices required for the radio system and cabinet cabling. The applicable NAICS Code is 334220. Security Clearance Information: Due to the sensitive nature of some of the locations where work will be performed, the successful contractor shall be required to possess a Top Secret (TS) facility clearance and provide TS cleared employees for work performed at specific locations. Therefore, prospective sources must demonstrate that they possess an active TS facility clearance in order to perform this effort. Task Order Awards: Individual Task Orders (TOs) will be issued against the IDIQ contract for the work to be performed during the life of the contract. Each TO award shall be assigned a DPAS (Defense Priorities and Allocations System) Priority Award Code of N1 for Federal Emergency Preparedness, Mitigation, Response and Recovery.
