- This Presolicitation Notice expands upon the information provided in the Sources Sought Notice (GS02Q15CRN0001), posted on January 26th, 2015. On or about May 19 th, 2015 the General Services Administration (GSA) anticipates issuing two Request for Proposals (RFP) for the Human Capital and Training Solutions (HCaTS), the successor contract solution to the Office of Personnel Management's Training and Management Assistance (TMA) contract vehicle. One RFP will be solicited and awarded on an unrestricted basis. The other RFP will be solicited and awarded as a total small business set-aside. In April 2014, the Administrator of GSA and Director of OPM signed a Memorandum of Understanding (MOU), establishing a partnership to provide Federal agencies a more efficient, more reliable, and more effective way to get the best training and development services, human capital services, and organizational performance improvement services. It is anticipated that multiple contracts will be awarded under each RFP as Governmentwide, Multiple Award, Indefinite Delivery, Indefinite Quantity (MA-IDIQ) task order contracts. A pre-solicitation conference is scheduled on or about May 14 th, 2015 in Washington D.C. A separate notice will be posted at www.fbo.gov with additional information once they are available. Attached is the Set-Aside Draft RFP (DRFP) for the total small business set-aside contract vehicle, known as Human Capital and Training Solutions Small Business (HCaTS SB), for comments and questions only. All comments and questions shall be submitted to hcatsquestions@gsa.gov. GSA and OPM are not seeking proposals at this time and will not accept unsolicited proposals. The final RFP for the total small business set-aside contract vehicle will be posted in FBO under GS02Q15CRR0002. Responses to this Presolicitation Notice are due no later than Wednesday, April 15, 2015, 5:00pm EDT.
