- The 375th Contracting Squadron will be soliciting a 100% small business set-aside competitive Multiple Award Paving Contract (MAPC) Program to provide Indefinite Delivery/Indefinite Quantity (IDIQ) paving task orders at Scott AFB IL. Individual task order projects will consist of general paving requirements that will execute a range of maintenance, repair, new construction, restriping, and drainage repair. The maximum program value (combined value of all task orders from all awarded contracts) is not to exceed $25M over a five-year period. Each contract award will contain a basic 12-month period and four 12-month option periods. Project task orders may range between an estimated $2,000 - $5,000,000. The anticipated performance period is 24 July 2015 through 23 July 2016, plus four (4) one (1)-year option periods. The MAPC Program is for execution of paving and related infrastructure work under the heavy highway construction category (NAICS 237310) on Scott AFB, IL. Work to be performed under the MAPC will be within the North American Industry Classification System (NAICS) code 237310 - Highway, Street, and Bridge Construction. Contractors will be expected to accomplish a variety of paving tasks including construction and/or reconstruction of roads, streets, airport runways, public sidewalks, storm drainage, and/or bridges; including design/build (ranging from 35% up to 100% level of effort), renovation, additions/upgrades and new construction. The government intends to award a target of five (5) contracts comprised of all small businesses. The government will evaluate offers and select the awardees using Performance Price Trade-Off (PPT) Best Value source selection procedures. The solicitation will include a sample seed project at Scott AFB IL. The seed magnitude of construction is between $100,000 and $250,000. If recipient of "seed project" award, the contract minimum guarantee will be satisfied by award of a task order for the seed project. A minimum guarantee of $500 will be paid to other IDIQ contract awardees after attendance at a mandatory orientation conference. Description of the work will be identified in each individual task order. The solicitation is expected to be issued on or about 10 Apr 2015. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the sample seed project's specifications and drawings, will be available in electronic format only on the Federal Business Opportunities Web Site at https://www.fbo.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at https://www.fbo.gov in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the System for Award Management (SAM) or their proposal will not be considered.
