- CONTRACTOR PRICING SPREADSHEET SPIS, DRAWINGS AND PHOTOS This is a Sources Sought Notice (SSN). DLA Distribution is considering a HUBZone (HZn) set-aside for an acquisition for wood shipping containers and wood pallets for sheet metal with Special Packing Instructions (SPIs) and is seeking HZn sources that can meet the individual SPI requirements AND can qualify as a small business under North American Classification System (NAICS) code 321920 (size standard of 500 employees or less to be considered a HZn small business concern). This notice is provided as information to the marketplace and is an invitation for an expression of interest in the list of items shown below. This SSN does not constitute a request for a formal quote or proposal. In addition, unsolicited proposals will not be accepted in response to this notice. Interested HZn small business sources that qualify as small under the above listed NAICS code are asked to submit a statement of no more than 3 page(s) (excluding prices) that identifies their capabilities with regard to this notice. As a minimum, any such response must include: (1) a short capabilities statement that identifies your company as either a manufacturer or reseller for each of the items shown. (Limitations on subcontracting under federal contracts requires that at least 50% of the cost of manufacturing the items described (excluding the cost of materials), must be performed by the HZn prime or in conjunction with other HZn small business concerns; (2) the duns/cage numbers for your company; (3) unit prices for each item shown on the attached spreadsheet; and (4) a statement of each respondent's intention (affirmative or negative) to submit a proposal for any subsequent acquisition that could be published. (5) In addition, interested parties shall include a point of contact and phone number for any questions that may arise as a result of this notice. A response to this notice is required by April 10, 2015 at 5:00 PM EST. At the present time, a HZn set-aside determination has not been made. However, the type set-aside for any formal solicitation following this SSN will be based on the number and quality of HZn responses received from this notice. This notice is for informational and market research purposes only and will be evaluated accordingly. Responses are sought only from HZn certified sources that can provide the items described on the attached spreadsheet. All respondents to this notice will be confirmed as HZn certified through their On-Line Representations and Certifications in the System for Award management (SAM) database. Responses received from any company that is not a HZn concern will not be considered. This SSN does not commit the Government to contract for the identified items. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov/. It is the responsibility of potential vendors to monitor this site for additional information pertaining to this future procurement. The information provided in this SSN is subject to change and is not binding on the Government. The release of this notice should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. Respondents are advised that DLA Distribution will not pay for any information or administrative cost incurred in responding to this notice. In addition, the Government will not entertain any requests to meet individually with a contractor, and will not respond to any telephonic inquiries. Responses to this notice must be received electronically. Paper media will not be accepted or opened. Please be advised that all information received in response to this SSN will be considered procurement sensitive and will be handled accordingly. However, any information the contractor considers to be proprietary pursuant to existing laws and regulations should be marked accordingly on all appropriate pages (FAR 3.104-4). Delivery/Shipment: The Contractor shall provide wooden shipping containers fabricated in accordance with the Schedule of Supplies/Services. The SPIs are available electronically at Special Packaging Instruction Retrieval and Exchange System (SPIRES) - https://spires.wpafb.af.mil/. SPIRES is the AF electronic repository for AF and Contractor Supported Weapon System (CSWS)-managed Weapon System specific SPIs. SPIRES facilitates proper packaging of weapon system serviceable and repairable spare parts for the warfighters who prepare cargo for worldwide movement. ASTM International is a globally recognized leader in the development and delivery of international voluntary consensus standards. Any formal solicitation following this notice will require each wooden shipping container to be constructed complete and in accordance with the applicable SPI number to include all designated part numbers identified in the Schedule of Supplies/Services and shall be shipped completely assembled. Each wooden shipping container shall be in compliance with the International Standards for Phytosanitary Measures Publication No. 15 (ISPM 15): Guidelines for Regulating Wood Packaging Material in International Trade. The Delivery address for the wood shipping containers and wood pallets for sheet metal is below. Unit prices should include delivery charges. DLA Distribution Warner Robins, GA Robins AFB, GA 31098 A description of the items related to this notice is shown on the attached spreadsheet. Use the spreadsheet for unit pricing under this SSN. Any future procurement for wooden shipping containers and wooden pallets for sheet metal would cover a 3 year period. Quantities for each item would be estimated quantities and could range from 1 - 1000 each as shown on the spreadsheet. Some items will have much higher quantities than others. Each item requirement would be based on an estimated need over a 12 month period. However, the government would not be obligated to order all quantities shown for each item. In addition, any formal solicitation following this notice will require product samples.
