- Notice of intent to award a sole source contract. The Naval Criminal Investigative Service (NCIS) Intends to negotiate and award a sole source contract under the auspices of FAR Part 12, to Telecom, Inc. PO Box 1407, Hampton, VA 23666 to perform a factory default on all Honeywell Access Control (ACS) Panels in U40 and manually rebuild the ACS database utilizing the web browser software. Database rebuild includes configuration of interlocks, pulse times, time zones, shunt times, relay inputs, relay outputs, authority levels, and authority user groups and personnel card enrollment. Telecom, Inc. installed and manages the existing ACS for NCIS spaces in U40. The system is proprietary to this company. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The proposed contract action is for services, under NAICS Code 511210, for which the Government intends to solicit only one source. In accordance with FAR 6.302-1(a)(2)(iii)(B), DOD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agencys requirements (See 10 U.S.C. 2304(d)(1)(B)). Interested parties have seven (7) days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after seven (7) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. All inquiries must be submitted in writing to the address email address stated herein and to the attention of Ms. Mary Lee Schuck, Contract Specialist. Responses to this notice must be received by close of business, April 1, 2015. Responses must include your business name, point of contact, address, and telephone number with area code. Telephone requests or inquiries will not be accepted. Requests may be emailed to mary.schuck.ctr@navy.mil or faxed to (571) 305-9994.
