- Sole Source Justification This is a notice of intent to contract (NOCA). The Western Area Power Administration, Desert Southwest Region (DSW) has a repair requirement for its emergency power backup system. This system provides power in case of an emergency power outage in the DSW Phoenix office. The system consists of two MGE Galaxy PW 150 KVA UPS Systems. This system requires the complete replacement of the AC & DC capacitors as well as removal and replacement of conduits, wire and hardware for the modification of the UPS units. The service provider must be able to provide authorized manufacturer representative service for the UPS systems. The only trained personnel that can provide upgrades, maintenance, and repairs to the systems are the manufacturers authorized service providers. The System is required to support the Operations and Scada on a 24x7 basis, the firmware and the latest training of the technicians are needed to support the system. No other companies will have access to the latest R&D, firmware and training that the manufacturer can provide. NGH Powers Systems is currently the service provider for preventive maintenance of this system. No other companies have been found that can fulfill/perform all of the requirements of this acquisition. DSW intends to award a sole source contract to NGH Power Systems of Phoenix, AZ. Any other firm desiring consideration must fully identify its capability to perform the repairs by providing a Statement of Capability (SOC). The SOC must show that a firm is capable of providing manufacturer authorized field service for the UPS Systems. SOCs are limited to five (5) pages. Submit SOCs electronically to cagle@wapa.gov no later than the close of this notice.
