Description

This Special Notice is a Notice of Intent to sole source award on the Federal Supply Schedule a three month period of performance on or about 4/01/2015 through 6/30/2015 for janitorial and pest control services at the VA New York Harbor Healthcare System Brooklyn and St Albans Campuses, as well as the Harlem and Chapel Street Community Based Outpatient Clinics (CBOCs). This award will include an option to extend services for up to six months per FAR clause 52.217-8. This synopsis provides notification of the VA's intent to order from FSS contract GS-21 F-0062V, with task order VA243-15-F-2135, performed by the incumbent contractor ProSource Consulting L.L.C., 1325 G ST NW STE 500, Washington DC 20005-3136. The requirement to provide housekeeping and support personnel for the facility, inclusive of mission critical systems, is critical. ProSource currently has the technically capable and fully cleared personnel to meet both the performance requirements, as well as the security requirements defined by the VA. They will continue to provide mission critical services and non-mission critical services, such as janitorial and pest control services. The contract type is firm fixed-price. The task order will provide for continuation of uninterrupted services to the VA NYHHS Brooklyn and St Albans campuses and Harlem and Chapel Street CBOCs. This Special Notice of Intent is not a request for competitive proposals. It is the intent of the Government to fully compete this requirement in FY 2015, with anticipated award start date on or about 7/01/2015. Should there be competition/award delays of the long-term contract, the use of FAR clause 52.217-8 would be prudent and in the best interest of the government to have available. The length of time the government will extend services will be determined as the need arises, but not more than six months total will be extended. Multiple extensions may be exercised, but totaling no more than six months when combined. This notice of intent is not a request for competitive proposals and no solicitation is available. Not awarding this sole source task order award would cause serious harm to the Government. However, the Government will consider responses from all responsible sources received by the date and time identified above. Written responses must include sufficient information to establish capability to fulfill the requirement in the timeframe required. Any responses will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source award described in this is notice. As stated herein, this is a three (3) month award, with up to six months option that is required until the Government can issue and award a competitive contract the 4th quarter of FY2015. The competitive RFP should be issued for these support services within the next three (3) months.
