- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE - NOTICE OF INTENT CLASSIFICATION CODE: 66 - Laboratory Equipment and Supplies SUBJECT: Pressure Gauges for PG Automation SOLICITATION NUMBER: NB685010-15-01546 RESPONSE DATE: April 8, 2015 CONTACT POINTS: Ranae Armstrong, Contract Specialist, 301-975-8088 Paula Wilkison, Contracting Officer, 301-975-8448 DESCRIPTION: The National Institute of Standards and Technology (NIST) Physical Measurement Laboratory (PML) has the requirement to purchase two pressure gauges for PG Automation. The pressure gauges are needed to automate the crossfloat calibration of piston gauges. NIST cites FAR Part 13.106-1(b), Soliciting Competition as primary rationale for Sole Source Determination. The pressure gauges must be of a known accuracy and stability, which is comparable to a piston gauge (<0.008%), to be used in the automated piston gauge system. NIST current system has been qualified using a high accuracy Quartz crystal pressure transducer. This technology has been shown to meet the requirements of the system. No other technologies or manufactures have been qualified to work in this system. Requalification of the pressure gauge for this automated piston gauge system and control method would require 3-5 years of testing to determine compatibility. In order to perform requalification testing for pressure gauges other than those manufactured by Paroscientific, Inc would require re-validation using sensors from a different manufacturer. The Paroscientific, Inc gauges currently in use were selected due to their predicted drift, stability, performance and accuracy which make them uniquely compatible with the existing equipment and methods used by NIST. It is imperative that NIST PML personnel are able to predict the same of the new pressure gauges, which is a feature available exclusively in pressure gauges manufactured by Paroscientific, Inc. Paroscientific, Inc is the only contractor who can provide the pressure gauges that meet NIST's requirements; Model 745-45A and 745-2K. Therefore, Paroscientific, Inc is uniquely qualified to provide the required pressure gauges for PG Automation. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334514, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (Eastern) on April 9, 2015. Inquiries will only be accepted via email to ranae.armstrong@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
