- BACKGROUND: The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel. NHTSA's Office of Behavioral Safety Research plans and conducts a national behavioral research, test, demonstration, and technology development program to build a scientific information base supporting development and implementation of programs to prevent or reduce unsafe behaviors of road users and to promote safe driving behaviors. Research areas include: alcohol-impaired driving, drug-impaired driving, non-use of occupant protection restraints; speeding and unsafe driving behaviors, pedestrian safety, motorcyclist safety, novice drivers, older drivers; driver education and training, enforcement, prosecution and judicial services; and emergency medical services. The Office of Behavioral Safety Research conducts research in the development of promising countermeasure programs to determine effectiveness; and evaluates selected State and local countermeasure programs and NHTSA demonstration programs aimed at reducing or eliminating unsafe actions and crash-generating situations. PROJECT PURPOSE AND GOALS: Purpose: The purpose of this hybrid Time and Materials/Cost Plus/Firm Fixed Price contract is to procure professional and technical services to conduct behavioral safety research projects in the areas of: field data collection, crash and injury statistical analyses, program evaluation and human factors/technology evaluation. Under this contract, the Government will issue Task Orders to obtain professional and technical services. Many potential research opportunities will require a quick response or turn-around. Under the resultant indefinite quantity contracts (IQC), the Government will issue sole-source and competitive Task Orders to obtain professional and technical services. Goals: The Contractor may be required to conduct behavioral traffic safety research. This may include any or all of the following activities: research design, data collection, subject recruitment, conducting focus groups, program development, program implementation, literature reviews, data analyses, performance analyses, technological design, human-environment interface, statistical analysis, interpretation of data and results, and report preparation. Any of these activities may involve data collection at a local, state, or federal level. Some typical examples of the kinds of data to be collected are: •1. Driver records. •2. Law enforcement records, such as enforcement activity, police stops, and arrest data. •3. Court records, such as conviction records and sanction records. •4. Vehicle data, such as instances and circumstances of braking or speed change. •5. Motor vehicle crash data, including fatal crash data. •6. Public attitudes. •7. Safety equipment usage (e.g., observation of safety belt or child restraint usage). •8. Human and environment or technological interface. •9. The impairing effects of alcohol or drug use. •10. Human performance. •11. Attitudes and opinions of traffic safety officials. •12. Program process information (e.g., how well a program runs from an operations viewpoint). Some data may be available on-site as archival data, such as DWI arrest records. Often these data will be easy to obtain and to compile, and will be in electronic formats. In other cases, only paper copies, in various formats, will exist and this will require more extensive labor to organize. Other data may need to be collected during the task order, such as seat belt observations, or vehicle speeds. In some instances, survey data collection procedures may require prior approval from the Office of Management and Budget (OMB). Of the different potential research activities listed above, NHTSA has grouped these research activities into four categories: Lot A - Field Data Collection Lot B - Crash and Injury Statistical Analyses Lot C - Program Evaluation Lot D - Human Factors/ Technology Evaluation Period of Performance: All work required hereunder, including preparation, submission, review of any and all reports, shall be completed within the Base Period of thirty-six (36) months after the effective date of the Contract. The Government reserves the right to exercise options to extend the term of the Contract, on a twelve (12) month basis for two (2) renewable option periods, subject to the provisions of Section H, OPTION TO EXTEND THE TERMS OF THE CONTRACT. The total possible Period of Performance (to include option periods) is sixty (60) months. Award: THIS SOLICITATION IS SET ASIDE FOR SMALL BUSINESSES ONLY The Government intends to award a Time and Materials IQC resulting from the solicitation, with or without discussion, to the responsive Offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the Statement of Work. Offerors are responsible for monitoring the www.fedbizopps.gov internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date of release of the solicitation is on or about 30 April, 2015. The anticipated contract award date is expected on or before September 30, 2015.
