- Statement of Work Please complete and return this pricing sheet 2015 LODGING BPA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W91242-15-Q-9014, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. This RFQ is issued as an unrestricted acquisition (no small-business set-aside is applicable). The Government anticipates issuing a five (5) year Blanket Purchase Agreement (BPA) for the contractor(s) found capable of meeting the Government's requirements for single and double occupancy off-base lodging in the local area. The Government anticipates the overall period of performance to be 1 July 2015 - 30 June 2020. The NAICS code associated with this acquisition is 721110. The following commercial services are requested in this solicitation: The 145th Airlift Wing is seeking multiple vendors willing to enter into BPAs for hotel lodging. It is anticipated that BPAs will be established across the following three locations: Charlotte, NC, Albemarle, NC, and Raleigh, NC. Individual calls placed against these BPAs shall not exceed $25,000. Vendors need to be able to accommodate a range of requirements to provide lodging for 100 to 125 people. 1. Charlotte, NC location: It is the Government's intent to establish (4) BPAs. Rooms will be reserved generally Thursday through Sunday, but may fall on any day of the week. The (2) Primary Hotels need to provide at least 5 rooms (3 singles/2 doubles) on Thursday, 55 rooms (40 singles/15doubles) for Friday, 65 rooms (45 singles/20 doubles) for Saturday, and 5 rooms (3 singles/2 doubles) on Sunday. This totals 130 rooms or more per UTA weekend once a month for Charlotte, NC. The Third & Fourth Hotel will be used for personnel overflow purposes on UTA weekends and it needs to be able to provide 4 rooms (2 singles/2 doubles) on Thursday, 25 rooms (15 singles/10 doubles) for Friday and 30 rooms (20 singles/10 doubles) for Saturday. In addition, these hotels will be used as the primary hotels for approximately 80 rooms or more on weekdays throughout each month. Rates at the overflow locations must be honored 365 days a year and accepted with same day reservations. 2. Albemarle, NC location: It is the Government's intent to establish (3) BPAs. The (2) Primary Hotels need to provide at least 2 rooms, 1 single/1 double on Thursday, 18 rooms, 10 singles/8 doubles, on Friday, 35 rooms, 20 singles/15 doubles, for Saturday, and 2 rooms, 1 single/1 double on Sunday. This totals 59 or more rooms per UTA weekend once a month for Albemarle, NC. The Third Hotel will be used for personnel overflow purposes on UTA weekends and it needs to be able to provide 4 rooms, 2 singles/2 doubles, for Friday and 8 rooms, 4 singles/4doubles, for Saturday. This totals 12 or more rooms per UTA weekends. In addition, this hotel will be used as the primary hotel for approximately 50 or more room nights on weekdays throughout each month. Rates at the overflow locations must be honored 365 days a year and accepted with same day reservations. 3. Raleigh, NC location: It is the Government's intent to establish (1) BPA. The (1) Primary Hotel needs to provide at least 2 rooms, 1 single/1 double on Thursday, 7 rooms, 5 singles/2 doubles, on Friday, 15 rooms, 10 singles/5 doubles, for Saturday, and 2 rooms, 1 single/1 double on Sunday. This totals 26 or more rooms per UTA weekend once a month for Raleigh, NC. In addition, this hotel will be used as the primary hotel for approximately 10 or more room nights on weekdays throughout each month. Rates at this location must be honored 365 days a year and accepted with same day reservations. Hotel Location: Contracted hotels/motels must be no more than 15 miles from the respective location: Charlotte: 4930 Minuteman Way, Charlotte, NC 28208 Albemarle: 38268 Prime Beef Blvd., New London, NC 28127 Raleigh: 1636 Gold Star Drive, Raleigh, NC 27607 The Government will award multiple BPAs resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and technical capability of the hotel. Technical capability of the hotel shall be determined by a pre-award inspection of the facility by members of the 145th Airlift Wing (fire, security, public health). Hotels that fail any or all parts of the inspection will not be considered. The technical capability evaluation factor is approximately equal to cost or price. The Government reserves the right to award on a multiple award or an all or none basis. All firms must be registered in the System for Award Management database @ www.sam.gov to be considered for award.
