Updated Information: 26 March 2015 SPAWARSYSCOM has posted a Questions and Answers document and a revised Attachment 5 for this procurement to the E-commerce website. **************************************************************** Updated Information: 18 March 2015 SPAWARSYSCOM has posted the RFP and attachments for this procurement to the E- Commerce Website. **************************************************************** The Space and Naval Warfare Systems Command (SPAWAR) in support of Program Executive Office (PEO) Command, Control, Communications, Computers, & Intelligence (C4I), Command and Control, Program Office (PMW 150) intends to solicit and award a contract for the development, production, integration, test, support and sustainment of a Link 11 Data Terminal and Link 22 Signal Processing Controller (SPC) solution for the Command and Control Processor (C2P) family of systems. The contractor shall provide the necessary equipment, materials, software and engineering/technical services and logistics products to provide a Link 11 and Link 22 Data Terminal solution (DTS). The Link 11 and Link 22 DTS shall be integrated with Data Link Systems, Communication Systems, Satellite Communications Systems, Human-Machine Interface (HMI) Systems and Cryptographic Systems. The Government has conducted market research via two (2) sources sought notices, the first in September 2012 and the second in July 2014. The purpose of the sources sought notices for this requirement was to determine the availability of commercial or non-developmental items, inform industry of Gov't intentions, and to identify potential sources. As a result of the Government's market research, this procurement will be competed on an unrestricted basis via full and open competition. The SPAWAR small business office concurs with this decision. The Government anticipates issuing a single-award indefinite-delivery, indefinite- quantity (IDIQ) contract using full and open competition and best-value/trade-off source selection procedures. The contract type is expected to be a hybrid with Fixed- Price-Incentive, Firm-Fixed-Price, Cost-Plus-Fixed-Fee, and Cost-only Contract Line Item Numbers (CLINs). The period of performance is expected to be a single five- year ordering period with an additional five-year option. A solicitation is anticipated to be released mid to late first quarter CY15 with contract award anticipated early fourth quarter CY15. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for any information submitted in response to this synopsis. Any information submitted in response to this synopsis will become property of the U.S. Government.
