Description
The U.S. Army Contracting Command-New Jersey (ACC-NJ) Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems (OPM-CAS) is conducting a market survey to identify potential sources that are capable of manufacturing and delivering M751, M775, M781 Point Detonating (PD) Practice Fuzes to be provided to the Load/Assemble/Pack (LAP) facilities for mortar cartridge ammunition for the US Army, Air Force and Marine Corps. The Government intends to award a five (5) year Firm Fixed Price contract with a base year and four option periods for FY16-FY20 US Army, Air Force and Marine Corps requirements, currently estimated at a combined total of 375,000 M751, M775 and M781 Practice fuzes per year. The M751 is a single safe point detonating fuze for use on the M879 81mm Full Range Practice Round. It simulates the appearance of the M734A1 Multi-Option Proximity Fuze (same settings but they are not functional). Smoke and flash are emitted through holes in the rear of the mortar cartridge. It has a pyrotechnic charge of 16 grams. The M775 is a single safe point detonating fuze for use on the M769 60mm Full Range Practice Round. It simulates the appearance of the M734A1 Multi-Option Proximity Fuze (same settings but they are not functional). Smoke and flash are emitted through holes in the rear of the mortar cartridge. It has a pyrotechnic charge of 12 grams. The M781 is a single safe point detonating fuze for use on the M931 120mm Full Range Practice Round. It simulates the appearance of the M734A1 Multi-Option Proximity Fuze (same settings but they are not functional). Smoke and flash are emitted through the mortar boom assembly. It has a pyrotechnic charge of 16 grams. All fuze manufacturing facilities must have safety clearance to handle hazard classifications (i.e. 1.2B). Interested offerors should demonstrate that they possess the experience and capability, or that they can obtain such, necessary to fabricate, assemble and inspect the required quantities of Practice Fuzes and obtain the necessary equipment, facilities and tooling required to fabricate and deliver these mortar components at a monthly rate of 20,000. This may include an indication of willingness to invest in setting up a required production line. Offerors shall provide a summary of their company's capabilities including parent organizations, name/address/point of contact identification, capabilities, a description of facilities/equipment, manufacturing processes, inspection capability, personnel, past experience as a manufacturer, proven monthly production capacity and/or potential capacity, possible partnering/teaming arrangements and whether the company is a large or small business. There is no Technical Data Package available at this time. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the US Government. All information submitted will be held in a confidential status. The offeror shall provide all information requested in this notification within 30 days of this publication by electronic mail at no cost to the US Government, to Ms. Nicole Stebal, ACC-NJ-CA Bldg. 10, Picatinny Arsenal, NJ 07806-5000, nicole.a.stebal.civ@mail.mil. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
