Description
Emptoris Registration Instructions The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals for Paving and Lighting Improvements project, at the United States Postal Service owned Mid Island Processing and Distribution Center (P&DC), 160 Duryea Road Melville, Suffolk County, New York 11747-3825. Work includes but is not limited to the replacement of failed sections of concrete and asphalt pavement; the repair of deteriorated sections of concrete and asphalt pavement; the expansion of truck parking areas; the demolition and replacement of the existing exterior site lighting system including the installation of new conduit, wiring, pole bases, light poles, pole mounted light fixtures, building mounted light fixtures, and lighting controls. The estimated cost of the work is between $3 M to $5 M with construction completion no later than two hundred and seventy (270) calendar days after receipt of the Notice to Proceed. The solicitation will open March 26, 2015 on USPS eSourcing Emptoris (see How to Participate below) and close on April 16, 2015. A pre-proposal meeting for this project will be held on Friday, April 3, 2015 at 11:00 a.m. EST on site. Attendance is not mandatory but is strongly recommended. The Postal Service bases contract award decisions on best value. An Award will be made to the lowest offeror that has an acceptable Schedule of Values, Management Plan, Experience Profile and other required documents. MINIMUM REQUIREMENTS: Years in Business: Proof of having been in the construction business for a minimum of 5 consecutive years. Experience: Three examples of comparable projects as defined on form under Solicitation Attachment 22: Experience Profile. Management Plan: Include items listed under Solicitation Attachment 12, Management Plan. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project within seven (7) calendar days of receipt of a Notice of Intent to Award. Contractor will be responsible for coordination of all work in a manner that will not interfere with operations and coordinate all work related to this phased project with the Facility Manager or designee. Note: Successful offeror will be required to submit a Sub-Contracting Plan and Project Specific Safety Plan acceptable to the USPS Contracting Officer before a Notice to Proceed (NTP) is issued. The successful offeror will be bound by the Contractor's Screening Requirements. Offerors must familiarize themselves with the requirements of Clause F-102. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted online in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation platform. Once a supplier completes the registration process, the Postal Service will review the entry within three (3) business days to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Each organization must "accept" the Invitation in order to place a bid in Emptoris. Any required documentation may be attached to your bid after submitting total dollar amount of bid in Emptoris. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
