- This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers -Sacramento CA. District has been tasked to solicit for and award a contract to include Septic Pumping Services at Englebright Lake Parks, 12896 Englebright Dam Road Smartville, CA 95977. See Scope of Work below. This Proposed contract shall be to compete and perform a Firm-Fixed-Price (FFP) Contract. The purpose of this sources sought synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Businesses, 8(a) Small Business, HUBZone, Small Business, Woman Owned, and Service-Disabled Veteran-Owned Small Business concerns that may be interested in performing a contract for the Corps. The type of solicitation issued will depend upon the responses received to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 562991. Small Business Size Standard for this acquisition is $7.5 million. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 51% of the contract work with his/her own employees. Prior Government contract work is not required for submitting a response under the sources sought synopsis. Scope of Work at Englebright Lake facility Joe Miller Restroom Vault Pumping Service - 5,500 gallon capacity vault/holding tank, 6 times /year Barge Sewage Tank Pumping Service - 1,200 gallon capacity sewage holding tank on the work barge, 6 times /year CXT Restroom Vault Pumping Service - 1,000 gallon capacity vault/holding tank at the Narrows Recreation Area, 4 times /year Anticipated solicitation will be a FFP for the Base Year and 4 Option Years with FedBizOps issuance date on or about 16 March 2015, and the estimated proposal due date will be on or about 27 March 2015. The official Synopsis citing the solicitation number, and inviting Offerors to register electronically to receive a copy of the solicitation when it is issued is anticipated to be available on or about 15 March 2015. Interested parties should include the following information in their response: •Offeror's name, address, point of contact, phone number, and e-mail address. •Offeror's interest in bidding on the solicitation when it is issued. •Offeror's capability to meet personnel requirements. •Offeror's capability to perform a contract of this scope of work (include offeror's in-house capability to execute comparable work performed within the past 3 years -a brief description of the contract, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) -provide no more than 3 examples. •Offeror's CERTIFICATION of 8(a) small business and Business Size •Offeror's Dun & Bradstreet (DUNS) Number and/or Cage Code Interested Offerors shall respond to this Sources Sought Synopsis no later than 2:00pm (PST) 13 MAR 2015.
