Description
INTRODUCTION: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is HHS-NIH-NHLBI-CSB-HI-2015-083-CDB and the solicitation is issued as a request for proposal (RFP). Offerors shall submit their proposals no later than 1:00 p.m. Eastern Standard Time(EST) on Friday, March 13, 2014. (iii) The solicitation document, the incorporated provisions and clauses are those in the Federal Acquisition Circular 2005-80, effective March 2, 2015. (iv) The associated North American Industry Classification System (NAICS) code for this procurement is 811219 and the small business size standard is $20.5M. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. PURPOSE: The purpose of this requirement is to procure a maintenance agreement for various laboratory equipment/instruments located in the Hematology Branch (HB) in the Division of Intramural Research (DIR) at the National Heart Lung and Blood Institute (NHLBI).   (v) BACKGROUND: The mission of the NHLBI Division of Intramural Research (DIR) is to perform robust scientific and clinical research leading to a better understanding of biology and clinical pathology. To attain this goal, we have built a strong basic science foundation and coupled it closely with innovative technology development and outstanding clinical research both at the NIH Clinical Center and in partnership with local hospitals. The purview of our research is broad, encompassing investigations into the basic principles of molecular, cellular, and organ-level biology and their relationship to disease. Some current areas of fundamental interest include single molecule structure; protein assembly; molecular and cell biology; cell signaling and motility; membrane trafficking; physiology; systems biology; engineering and technology development. Insights into disease mechanisms derived from basic studies form the basis for translational research into new diagnostic and therapeutic approaches. DIR investigators also conduct concept-based clinical studies in the areas of interventional and surgical cardiology; pulmonary medicine; sickle cell anemia; bone marrow transplant; and hematologic disorders. Providing state-of-the-art training in basic, translational, and clinical research for the next generation of scientific and clinical leaders is a high priority. This program provides opportunities for scientists and trainees to work together towards a better understanding of molecular machines, the cell, the body, and ultimately the treatment of human diseases. Investigators in the Hematology Branch study the clinical features and laboratory pathophysiology of a wide variety of bone marrow failure states, hematological malignancies, and single or multi-lineage cytopenias. The Hematology Branch studies patients with aplastic anemia (AA) or severe aplastic anemia (SAA). Allogeneic hematopoietic stem cell transplantation (HSCT) and immunosuppressive therapy (IST) are the main treatments of SAA with comparable long-term outcome achieved with either therapy. AA can be inherited or acquired. Acquired SAA is a human disease characterized by severe pancytopenia due to marked reduction in the numbers of hematopoietic progenitors and stem cells. The most serious long-term complication in SAA is progression to MDS and acute myeloid leukemia, usually associated with the cytogenetic abnormality monosomy 7 or genomic instability. Shorter telomeres in SAA patients at disease presentation were associated to a greater risk of relapse. As part of the research, the lab requires a contractor for a preventative maintenance agreement for equipment and instruments located in the laboratory CONTRACTOR REQUIREMENTS: The contractor shall provide one (1) year of preventative maintenance services for the following equipment: 1. Qiagen - QIAgility Liquid Handling Workstation - Serial Number (219) 4. Qiagen - QIAgility Liquid Handling Workstation - Serial Number (2875) 5. Perkin Elmer - MicroBeta TriLux Liquid Scintillation Counter - Serial Number (5402385) 6. Perkin Elmer - VICTOR3 Liquid Scintillation Counter - Serial Number (4205530) 7. QIAcube - QIAcube Liquid Handling Workstation - Serial Number (13001) (vi) Period of Performance: March 29, 2015 through March 28, 2016 (vii) The provision FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition and is hereby incorporated by reference. (viii) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition and is hereby incorporated by reference. Evaluation procedures related to FAR 13.106 apply. (ix) In accordance with FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items, Offerors must complete annual representations and certifications on-line at https://www.sam.gov/portal/public/SAM/. (x) FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xi) FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. (xii) The Defense Priorities and Allocations System (DPAS) and assigned rating does not apply to this acquisition. Offerors shall submit their proposals no later than 1:00 p.m. Eastern Standard Time (EST) on Friday, March 13, 2015. The proposal must reference the RFP Number: HHS-NIH-NHLBI-CSB-HI-2015-083-CDB. All responsible offerors may submit a proposal, which if timely received, shall be considered by the agency.
