Description
NASA Kennedy Space Center (KSC) is hereby soliciting Request for Information (RFI) for the supply of Liquid Hydrogen in support of the Space Launch System (SLS) first launch event currently planned for mid-year 2018. The support is specifically for the resupply/replenishment of LH2 following a scrubbed launch scenario. It is only in support of the first launch of SLS, but may require multiple series of launch attempts, with approximately 3-4 weeks between each series of attempts. Subsequent SLS launches will be able to utilize the storage volume of a new 1.4M gallon storage tank. Currently the LH2 storage capacity at KSC Launch Complex 39 Pad B (LC-39B) is limited to the heritage capacity of the existing LH2 storage tank from the Space Shuttle era. If a launch attempt is aborted late in the countdown process, and the on-board LH2 is drained back to the LH2 storage tank, the tank will be 330,000 gallons short of being able to support another launch attempt within the required 24 to 48 turnaround window. Current options which would enable a 24-48 hour turnaround for second launch attempt would be for the following: (1) Industry (one or more vendors) to provide all or a portion of the 28-30 trailers required to support immediate replenishment of storage tank. (2) Industry provide all or a portion of 10 to 12 trailers. Once offloaded to LC-39B, the offerors/contractors trailers would be routed approximately five miles to Cape Canaveral Air Force Station Launch Complex 37B (LC-37B) to be filled from that LH2 storage tank, then routed back to LC-39B for offload; this transfer would be repeated until the LC-39B storage tank has been replenished. For option 1, all 28-30 LH2 trailers would be staged at KSC prior to the first launch attempt; then routed to LC-39B for offload (whether the vehicle was launched or scrubbed). For option 2, 10-12 trailers would be staged at KSC prior to first launch attempt; the trailers would then be routed to LC-39B for offload. For the launch scenario, the trailers would then be released and depart KSC after offload. For the scrub scenario and after offload at LC-39B, they would be cycled as stated above; the estimated need for both drivers and trailers would be approximately three to four days. Demurrage rates and delayed delivery charges would apply. Suppliers would be given approximately 30 days notice of initial delivery orders. Additional suggestions for methods of charging are encouraged. The resulting contract is contemplated to be a single or multiple award. NASA KSC is requesting feedback regarding the feasibility of industry to support either option. Feedback requested is the amount of trailers available to support either option, the ability to utilize the offerors trailers to cycle LH2 from LC-37B to LC39B, and any additional information that industry feels necessary in order to support this requirement. The North American Industry Classification System (NAICS) code for this procurement is 325120, Industrial Gas Manufacturing with a size standard of 1,000. Any waivers to traditional procurement requirements that may allow for greater competition will be considered. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis.
